APS (Arizona Public Service) is looking for an Environmental Consultant with a focus on air programs.
Under limited direction, the Environmental Consultant leads complex environmental projects and studies, developing solutions that align with applicable laws and business unit objectives. This role reviews environmental regulations and supports their implementation within business units and plant operations using innovative, practical, and cost‑effective approaches. The position also serves as the department’s technical resource for air quality matters. Additionally, the Environmental Consultant advises management, including Executive Management, on significant environmental issues involving policies, plans, and organizational objectives.
Qualifications- MS degree in Environmental Science, Environmental Technology, Earth Science or related science (such as Biology, Chemistry, Geology, Hydrology) and 4 years of directly related environment experience
- OR BS degree in related field and 6 years of directly related environment experience
- At least 2 years concentrated experience in Air, Water or Waste management systems
- Proven experience in compliance and self‑assessments, inspections, audits, root cause and corrective actions
- Project management experience leading a study or project
- Advanced database and spreadsheet skills (queries, forms, reports, and formulas)
- Knowledge and experience with the development, operation, and maintenance of Environmental Management Systems
- Proven experience with air permitting
- Advance communication skills with a focus on interaction with executive teams, internal and external customers, vendors and government agencies
- Track regulatory requirements to make recommendations for compliance to affected business units
- Review new and environmental regulations and advise affected business units on compliance and innovative/cost effective controls. Interpret and translate regulations and make applicability determinations. Comment on proposed regulations to achieve productive outcomes. Participate as requested in professional and government policy task forces and commissions on a local, regional or nationwide level
- Conduct self‑assessment and audits of assigned areas to ensure environmental compliance
- Evaluate environmental risks and recommend mitigation techniques including technologies that are innovative and cost effective. Design and conduct complex scientific studies, such as emissions analysis
- Investigate environmental events and identify root causes and corrective actions
- Responsible for change management reviews
- Act as project lead on complex environmental studies and projects. Facilitate training for environmental air quality programs for employees as required. Provide training on regulatory issues, reporting requirements, and emissions technologies and/or instrumentation. Use verbal and written communications for interactions with plant personnel, agencies, legal, senior level management, and all other stakeholders
- Monitor, track, report and assist operations and maintenance in controlling emissions to the environment. Prepare quarterly, semi‑annual, annual and special information request regulatory reports to state and federal agencies
- Prepare, renew, and defend permit applications when needed. Develop and maintain positive and productive relationships with air quality government agency compliance and permitting staff
- Perform and document New Source Review Applicability Determinations for proposed changes to plant equipment or operating practices
- Utilize current knowledge of all applicable air regulations Federal, State, County, City or Tribal, such as the Clean Air Act (CAA); PSD (NSR and NNSR), Non‑Title V, Title V permitting programs. Should also use knowledge of NSPS, NESHAP, NAAQS and SIP requirements for permitting and compliance. Should be familiar with CDX, CEDRI, ECMPS myDEQ and IMPACT reporting platforms
