About This Position
The Planning & Development Department guides the physical development of the city by preserving historic sites, determining where construction can occur, and ensuring safe construction of buildings and infrastructure. Advisory and governing bodies provide oversight as the city grows, and the process is governed through the development and enforcement of city codes and ordinances.
The City of Phoenix Planning and Development Department is seeking a Structural Plans Engineer to review complex building construction plans for compliance with adopted codes and ordinances. This position is part of the Annual Facilities Program. Advice and guidance is provided to architects, engineers, and contractors regarding the interpretation of the Phoenix Building Construction Code.
Ideal Candidate- Knowledge of the International Building Code (IBC) and construction codes.
- Experience with plan review and examination of complex building construction documents prepared by a structural engineer for compliance with adopted codes and ordinances.
- Proficiency using digital design and plan review markup software (e.g., Bluebeam, Projectdox, AutoCAD).
- Strong written and verbal communication skills related to the interpretation of the Phoenix Building Construction Code to resolve complicated code‑related issues.
- Three years of experience in the building construction industry related to structural engineering for buildings or similar structures.
- Bachelor’s degree in civil or structural engineering or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- By the end of probation, must be a registered Professional Engineer / Structural or Civil (PE) in the State of Arizona and hold ICC Building Plans Examiner (B3) certification.
- All finalists are subject to a criminal background check.
- Some positions may require the use of a personal or City vehicle; must hold a valid driver’s license and an acceptable driving record.
- ICC Building Plans Examiner certification.
- Professional registration in the State of Arizona as a Structural or Civil Professional Engineer (PE).
- Experience supervising field employees, including inspectors and plan reviewers.
- Experience with standard building construction materials.
- Experience preparing and interpreting building construction plans.
- Experience reviewing structural construction plans.
- Proficiency with IBC and structural material codes.
- Experience with electronic plan review software.
- Experience with structural system rational analysis and building member design.
- Experience using engineering design and calculation software.
- Experience with field inspections.
- Traditional pension with employer and employee contributions.

Pay range: $93,121.60 to $ annually.
Hiring range: $93,121.60 to $124,800 annually.
