Air Quality Performance Test Engineer Associate

Join our team of world-class engineers at our Air Quality Department! As an Air Quality Performance Test Engineer Associate, you will play a vital role in ensuring compliance with air quality regulations. Your responsibilities will include evaluating and processing performance test protocols, observing performance tests for various sources, and reviewing performance test reports.

Performance tests, also known as stack tests or source tests, are crucial for verifying that process equipment and control devices are operating correctly and meeting emission limits. Your work will directly contribute to the department's mission to improve the air quality in Maricopa County so that customers, residents, and visitors can live, work, and play in a healthy environment.

We Require:

  • Bachelor's degree in Civil, Chemical, Environmental, Electrical, or Mechanical Engineering, or a closely related field
  • A combination of post-secondary education and/or job-related experience may substitute for the education requirement on a year-for-year basis

Other Requirements:

Successful candidates must possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire.

We Also Value:

  • Experience in the following air quality permitting areas:
    Title V, Non-Title V, Prevention of Significant Deterioration, Major New Source Review, New Source Performance Standards, National Emission Standards for Hazardous Air Pollutants, and Best Available Control Technology requirements
  • Certification as an Engineer-In-Training (EIT) through the Arizona State Board of Technical Registration
  • Certification or training involving Mine Safety and Health Administration (MSHA), Hazardous Waste Operations and Emergency Response (HAZWOPER), or Occupational Safety and Health Administration (OSHA)

Job Contributions:

  • Review, approve, and disapprove performance test protocols and reports. Perform complex engineering calculations and analyses of the design and operation of various industrial processes and air pollution control equipment to assess and quantify emissions
  • Observe and document performance tests, calibrations, and quality assurance processes to ensure the proper implementation of test methods
  • Interpret and apply federal and local rules, test methods, and regulations pertaining to air quality
  • Provide clear and accurate technical guidance to the regulated community, consultants, attorneys, other regulatory agencies, and the public regarding air quality regulations
  • Collaborate with regulatory agencies such as USEPA, Arizona Department of Environmental Quality, and other Arizona counties for regulation interpretation and to provide input on regional issues
  • Provide technical expertise to other departmental employees during rule development, permit writing, departmental policy and procedure development, inspection activities, and enforcement actions
  • Other job duties as assigned

Working Conditions:

  • Exerting 20 - 25 pounds occasionally, 10 - 25 pounds frequently, or up to 10 pounds constantly
  • The work will occur in an office and field environment. While performing the duties and responsibilities, the employee may be exposed to loud noise, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, and other related conditions and situations. Position is subject to atmospheric conditions: fumes, odors, dust, mists, gases, or poor ventilation
  • Must have the ability to move objects, lifting from the floor to the waist (up to 25 pounds) and pushing/pulling (up to 50 pounds). Must manage frequent interruptions, time pressures, high work volumes, multiple and complicated tasks, unscheduled tasks, team-oriented activities, prompt decision-making, and interaction with government officials and the public.
