Stanley Consultants is seeking a Water/Wastewater Pipeline and Pump Station Senior Engineer / Project Manager for our Phoenix, AZ office. This position will lead, deliver, and manage projects through study, design, and construction phases of water pump stations, wastewater lift stations, stormwater pump stations, large diameter pipelines, and utility work.

Responsibilities
  • Independently develop detailed designs, plans, specifications, and estimates for pipelines, pump stations, and other potable water and wastewater conveyance systems.
  • Lead the planning, evaluation, and design of potable water and wastewater conveyance projects, serving as the design or technical lead.
  • Engineer and process design, project coordination, write engineering specifications, plan work, choose design methods, produce reports, and work directly with the owner.
  • Serve as a project manager on utility projects.
  • Coordinate and, when necessary, direct the work of single or multidisciplinary teams throughout the project lifecycle, from development and initiation to close‑out.
  • Manage multiple projects concurrently, ensuring coordination and timely production.
  • Engage in client relations and participate in marketing and design meetings.
  • Conduct work sessions for deliverable development in collaboration with staff and stakeholders.
  • Participate in staffing and workload coordination throughout the project lifecycle, ensuring deliverables are completed on schedule.
  • Track financial aspects of projects and coordinate work efforts to keep projects within budget and schedule.
  • Conduct quality‑control reviews of designs and implement QA/QC procedures.
  • Oversee projects from start to finish, ensuring quality is maintained throughout.
  • Plan work effectively and communicate with project resources and teams.
  • Manage asset, risk, resiliency consulting, and design.
  • Plan, design, and implement smart water systems.
  • Perform other duties as required.
  • Serve as primary client contact, advising and informing about project status and schedule.
  • Communicate with regulatory agencies, vendors, contractors, partner firms, and relevant community or technical groups.
  • Conduct and direct complex studies and investigations; prepare reports of findings.
  • Apply strong understanding of applicable industry standards, laws, policies, and procedures.
  • Build, implement, and manage training programs; create staffing and workload plans; prepare marketing and proposal materials and budgets.
  • Apply advanced analytical and problem‑solving skills.
  • Exhibit a success‑oriented attitude and self‑starter initiative.
  • Select equipment and material for projects and approve manufacturer’s shop drawings.
  • Coordinate phases of work to ensure completion within time and budget constraints.
  • Participate in local professional organizations; prepare and present market‑specific papers and presentations.
  • Collaborate with civil, mechanical, electrical, I&C, structural, and CAD disciplines to produce plans and specifications.
  • Assist in marketing business opportunities with key clients and develop responses to RFP/RFQs.
  • Provide marketing and support during procurement and execution of projects.
  • Develop and maintain long‑term client relationships.
  • Consistently manage and deliver projects on time and within budget.
  • Mentor staff as needed.
Qualifications
  • Minimum of a Bachelor of Science (BS) degree in Civil Engineering or Environmental Engineering; a Master of Science (MS) degree preferred.
  • Minimum of 10 years of relevant experience.
  • Professional Engineer (PE) license.
  • Strong network of water/wastewater professionals and contacts.
  • Regional and technical expertise in the design of water pump stations, wastewater lift stations, and large and small diameter pipelines.
  • Active participation in local and national professional associations, including the American Water Works Association and Water Environment Association, with leadership roles and conference presentations.
  • Strong verbal, computer, and organizational skills.
  • Excellent technical writing skills.
  • Strong client‑relationship skills.
  • Excellent design team leadership skills.
