Position Overview

This opportunity is suited to a technically strong estimating professional with deep experience in above-ground gas infrastructure construction. The role focuses on preparing accurate, competitive estimates for complex pipeline facility projects, supporting bid development across civil, mechanical, piping, electrical, instrumentation, and commissioning scopes. This position requires strong engineering interpretation skills, commercial awareness, and the ability to manage multiple high-value estimates to deadline.

The role will also support technical proposal development and provide continuity from bid stage through project handover.

Role Context

This position sits within a specialist gas projects environment supporting above-ground gas and liquid infrastructure works. Project scope includes compressor stations, pump stations, regulator and metering stations, pressure control facilities, valve settings, and other complex facility construction activities. Work is primarily office-based with periodic travel to project sites, client offices, and pre-bid walkthroughs, with flexibility required during peak tender periods.

Key Responsibilities
  • Review and interpret proposals, specifications, P&IDs, civil and mechanical drawings, and equipment data to define scope and prepare comprehensive estimates.
  • Develop detailed cost estimates covering civil and site works, mechanical installation, piping, electrical and instrumentation, and commissioning activities.
  • Analyze subcontractor and vendor quotations and incorporate them into estimate submissions with consideration of practical and cost-effective delivery approaches.
  • Prepare labour and equipment estimates using productivity data, crew compositions, and project-specific site conditions.
  • Support bid strategy, technical proposal content, estimate reviews, and post-award handover of estimate basis and assumptions.
  • Contribute to post-project cost analysis to help improve future estimating accuracy.
Qualifications & Experience
  • Bachelor’s degree and 6–10 years of related experience, or an equivalent combination of education and industry experience.
  • At least 7 years of estimating experience within natural gas facility construction, including compressor stations, regulator or metering facilities, or similar above-ground gas infrastructure.
  • Demonstrated ability to develop large, multi-discipline lump-sum estimates independently from scope review through submission.
  • Strong ability to read and interpret complex engineering documentation including P&IDs, mechanical drawings, civil plans, and equipment specifications.
  • Proficiency with estimating software such as HCSS Heavy Bid, B2W Estimate, or a comparable platform, alongside advanced Excel capability for cost modelling and scenario analysis.
  • Knowledge of applicable regulatory requirements including 49 CFR Part 192, PHMSA standards, and relevant environmental compliance considerations.
  • AACE certification is preferred and PE licensure would be advantageous.
