Position: Environmental Quality Specialist - Office of the City Engineer
ABOUT THIS POSITION

The Office of the City Engineer's Environmental Services Section is seeking to fill the role of Environmental Quality Specialist who will ensure compliance with local, state, and federal regulations for city-wide operations. The Environmental Quality Specialist will interact with City department clients, regulatory and compliance agencies, manage consultants and contractors and communicate requirements for City projects.

Responsibilities include and are not limited to:

* Overseeing professional service and job order contracts.

* Reviewing estimates and reports.

* Conducting reviews of in-field project work.

* Conducting reviews of technical reports and laboratory results.

* Interpretating rules, policies and compliance reviews.

* Providing consultation processes relevant to projects with federal funding, permitting, and approvals.

* Managing and coordinating environmental, technical, and regulatory work with other City departments, regulatory agencies, and other entities.

IDEAL CANDIDATE

Knowledge of:

* EPA/HUD Lead regulations.

* Clean Air Act, Clean Water Act, and threatened and endangered species.

* Various environmental regulations including the NEPA Process, 401/404, Historic Preservation, Archaeology, and Biological Species.

* Due Diligence process, i.e., Phase I, II, III ESAs, and associated ASTM standards.

* Field environmental assessment and monitoring protocols, methods, and equipment.

* Research methods and techniques.

Ability to:

* Conduct technical research and make sound judgments based upon analyses.

* Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.

* Work outside in a variety of environmental extremes such as heat, cold, rain, air pollution and dust.

SALARY

Pay Range: $78,166.40 to $ annually.

Hiring Range: $78,166.40 to $90,459.20 annually.

* Pay range is the entire compensation range for the position classification.

* Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only:
Please understand that this is pay grade 059. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

* Promotions occur when the last two digits of the pay grade increase.

* Demotions occur when the last two digits of the pay grade decrease.

* Lateral transfers occur when there is no change to the last two digits of the pay grade.

* When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

* Two years of professional level experience in the field of ground or surface water, air, or soils management.

* Bachelor's degree in hydrology, environmental engineering, geology, environmental science, hydrogeology, biology, chemistry, hazardous materials management, or a related field.

* Other combinations of experience and education that meet the minimum requirements may be substituted.

* Requires working outside in a variety of environmental extremes such as heat, cold, rain, air pollution, and dust.
