Hire Now Snapshot Hire Now Staffing is actively recruiting a Municipal Infrastructure Delivery & Community Development Strategist to join one of our valued client partners in Phoenix, Arizona
. This onsite leadership opportunity is designed for an experienced civil engineering professional with a proven record of delivering municipal infrastructure projects from planning through construction while building lasting relationships with public-sector clients. The successful candidate will lead multidisciplinary engineering teams responsible for designing and delivering municipal capital improvement projects involving transportation, utilities, site development, drainage, parks, and public facilities. This role requires technical leadership, financial oversight, regulatory knowledge, and exceptional client communication to successfully manage multiple projects while maintaining quality, schedule, and budget objectives.

Key Responsibilities

  • Lead the planning, engineering, and delivery of municipal infrastructure improvement projects.
  • Direct multidisciplinary project teams through concept development, engineering design, permitting, bidding, and construction support.
  • Prepare and oversee feasibility studies, engineering reports, design calculations, construction plans, specifications, and cost estimates.
  • Manage project scope, budgets, schedules, staffing, and resource allocation.
  • Serve as the primary point of contact for municipal agencies, public officials, regulatory organizations, and project stakeholders.
  • Coordinate engineering activities involving roadway improvements, water distribution, wastewater collection, stormwater systems, parks, recreational facilities, and public site development.
  • Ensure compliance with federal, state, and local engineering standards, permitting requirements, and municipal regulations.
  • Perform technical reviews and quality assurance/quality control (QA/QC) of engineering deliverables.
  • Mentor engineers, engineering technicians, CAD designers, and project support personnel.
  • Identify opportunities for operational improvements, client growth, and long-term municipal partnerships.
Required Qualifications
  • Minimum eight (8) years of municipal infrastructure project management experience.
  • Demonstrated technical expertise in civil engineering and municipal infrastructure design.
  • Proven experience leading multidisciplinary engineering projects from planning through construction.
  • Strong understanding of municipal engineering standards, permitting, regulatory compliance, and capital improvement programs.
  • Experience managing project budgets, contracts, schedules, and client expectations.

    Excellent leadership, communication, negotiation, and presentation skills.
  • Ability to oversee multiple complex projects simultaneously while maintaining quality and profitability.
  • Strong understanding of engineering documentation, construction administration, and quality management.
  • Authorized to work in the United States.
  • U.S. citizens only.

Preferred Qualifications
  • Professional Engineer (P.E.) license.
  • Bachelor's degree in Civil Engineering or a related engineering discipline.
  • Experience leading municipal roadway, utility, drainage, site development, or parks projects.
  • Strong client development and business relationship management experience.
  • Familiarity with Arizona municipal agencies and permitting processes.
  • Experience mentoring engineering professionals and developing technical teams.
  • Stable employment history demonstrating continued engineering leadership and project management growth.
Hire Now Package
  • Compensation: $115,000–$150,000 annually
    , based on experience.
