Associate Plc/Hmi Programmer
Function as an early-career Instrumentation & Controls technical specialist under general supervision while continuing to build depth in conventional design engineering, analysis, and SCADA/control-system delivery. Support the development, implementation, configuration, and programming of SCADA and plant control systems for water and wastewater facilities, including RTU, PLC, and HMI equipment. Prepare increasingly complex engineering deliverables, collect and manage data for engineering work, and research equipment, materials, and controls approaches with guidance from senior staff.
Participate in factory testing, startup, commissioning, maintenance, troubleshooting, and customer-support activities for control systems. Assist with control narratives, operator interface development, documentation, standards compliance, and quality-control checks for programming execution. Coordinate with project leadership, utility staff, contractors, other engineering firms, and internal disciplines on less complex project assignments. Understand budget, schedule, quality, and client requirements while continuing to learn Black & Veatch design guides, departmental standards, systems, applicable engineering codes, policies, and procedures.
Support continuous improvement and change-management efforts for the Systems Design Group and project teams.
Black & Veatch is currently building our successful Phoenix regional office into the West Regional Design Center to support clients in western North America. This position will be part of our talented and growing Electrical and I&C team in the West Regional Design Center.
Preferred Qualifications:
- 1-5 years of related experience in PLC, RTU, SCADA, HMI, instrumentation, controls, or related engineering technology work preferred.
- Working knowledge of PLC/HMI programming concepts, control-system documentation, and basic troubleshooting practices.
- Exposure to Modicon M580 and Control Expert preferred; exposure to Allen-Bradley Control Logix is a plus.
- Exposure to SCADA/HMI platforms such as VTScada, AVEVA InTouch or System Platform, Factory Talk View SE or ME, Red Lion, GE Proficy iFIX, or similar systems is a plus.
- Familiarity with communication protocols such as Modbus RTU, Modbus TCP, Ether Net/IP, and DNP3 is a plus.
- Interest or experience in water/wastewater, consulting engineering, or system-integration environments is a plus.
- Strong communication skills, curiosity, accountability, and ability to grow toward independent work while collaborating with experienced technical staff.
Minimum Qualifications:
- Bachelor's degree in engineering technology or sciences preferred or any other degree, specialized training, or experience, that makes the individual uniquely qualified to perform the job responsibilities.
- Minimum of 1 year of related work experience.

Hybrid or flexible work options may be offered after the first 90 days of employment based upon manager discretion, job performance, and work assignments. This opportunity will be based out of the Phoenix, AZ office and will require the professional to be based in the Phoenix metro area. Professional may be expected to travel within the Phoenix metro area to various project sites related to water treatment, water production, and distribution for commissioning and related project support.
