Position OverviewOAS is seeking three (3) experienced Engineers to support the Portfolio Optimization Section at Luke Air Force Base. These positions support installation planning, programming, project development, acquisition planning, and engineering design activities associated with military construction, facility sustainment, infrastructure modernization, and utility improvement projects.
The selected candidates will manage facility and utility projects from concept development through programming and design, support installation development planning efforts, prepare engineering analyses and cost estimates, and provide technical recommendations that support informed government decision-making.
This role requires strong experience in facility planning, engineering analyses, project programming, cost estimating, and stakeholder engagement across a complex military installation environment.
Key Responsibilities Project Programming & Development- Manage assigned projects throughout the planning, programming, and design lifecycle.
- Evaluate customer requirements and develop them into fully programmed projects for Air Force approval.
- Conduct project scoping activities and facilitate planning charrettes with stakeholders.
- Develop project documentation, including:
- DD Form 1391
- AF Form 813
- Programming packages
- Executive briefings and supporting documentation
- Perform facility and utility subsystem assessments using established Air Force scoring criteria.
- Develop Rough Order of Magnitude (ROM) cost estimates utilizing the Parametric Cost Engineering System (PACES).
- Prepare planning charrette reports, economic analyses, and preliminary engineering calculations.
- Coordinate with engineering subject matter experts across multiple disciplines to support project development.
- Translate approved projects into Architect-Engineer (A-E) Statements of Work.
- Support project managers through design development and review activities.
- Develop detailed line-item cost estimates using:
- PACES
- RSMeans
- Construction Specifications Institute (CSI) divisions
- Review design documentation and provide engineering recommendations throughout project execution.
- Analyze facility utilization and evaluate current and future space requirements.
- Support implementation and maintenance of the Luke AFB Installation Development Plan (IDP).
- Develop recommendations that optimize installation infrastructure and real property utilization.
- Assist with:
- Area Development Plans
- Community planning initiatives
- Site development strategies
- Space utilization studies
- Develop documentation supporting facility assignments, relocations, and future development requirements.
- Tailor Unified Facilities Guide Specifications (UFGS) for local installation requirements.
- Support installation energy program reporting and data analysis activities.
- Facilitate project meetings and stakeholder working groups.
- Develop meeting agendas, document action items, prepare minutes, and track follow-up actions.
- Prepare Weekly Activity Reports (WARs) summarizing:
- Accomplishments
- Ongoing activities
- Risks and mitigation strategies
- Planned work efforts
- Project status updates
