Payments Compliance Lead

First International Bank and Trust is a $5.5 billion, family owned community bank. Through its Kotapay division, a leader in ACH processing, the Bank expanded into banking as a service (BaaS) in 2023.

Kotapay is seeking an experienced Payments Compliance Lead to serve as the first line of defense for payments compliance across its BaaS program. This role ensures payment products and partners operate in compliance with applicable laws, regulations, and network rules, with a strong focus on managing the partner marketing submission and approval process.

The position also supports compliance reviews, partner oversight, and the development and maintenance of payments compliance policies, procedures, and controls across digital wallets, card based products, and other electronic payment methods.

Key Responsibilities:

• Serve as the first line of defense for payments compliance across BaaS products and partners.
• Manage and execute the partner marketing submission and approval process, ensuring compliance with regulatory requirements, network rules, and internal standards.
• Ensure ongoing compliance with applicable laws and regulations related to ACH, digital wallets, cards, gift/prepaid products, and emerging payment methods.
• Support partner oversight activities, including compliance reviews, audits, issue tracking, and corrective action plans.
• Provide compliance guidance and feedback to partners and internal stakeholders.
• Assist with compliance risk assessments for new products, partner onboarding, and program changes.
• Prepare compliance reporting and metrics for management and governance committees.
• Maintain required documentation to support regulatory and network compliance expectations.

Qualifications:

• Bachelor’s degree in business, finance, compliance, or a related field (or equivalent experience).
• 5+ years of experience in payments compliance, consumer compliance, regulatory compliance, or payments risk management within a bank, fintech, processor, or BaaS environment.
• Strong knowledge of payments regulations and network rules (ACH, cards, digital wallets, real time payments) and applicable consumer protection requirements.
• Experience managing compliance audits and partner oversight activities.
• Strong communication skills and ability to translate regulatory requirements into practical guidance.
• Professional certifications (CRCM, CCEP, CFCS, or similar) preferred.
