About This Position

The Retirement Office is comprised of twenty-one positions that are responsible for providing pension information to members of the City of Phoenix Employees Retirement System (COPERS) and the Arizona Public Safety Personnel Retirement System (PSPRS). The City’s Deferred Compensation Plans (457/401(a)/PEHP) are also managed within the office. Each benefit function in Retirement reports to its respective Board of Trustees that oversee roughly $8 billion in retirement assets.

The Retirement Office is divided into three areas:
Administrative/Operations, Benefits, and Investments.

The Retirement Department is seeking a motivated and dedicated Investment Officer to join our team. This position is responsible for the oversight of COPERS’ investment portfolio of over $4 billion. This position does not directly invest plan funds.

The Investment Officer will work with the Retirement Programs Director, the COPERS Board of Trustees, and external investment consultants and managers to design, implement and manage retirement fund investments including investment policies, guidelines, and processes that will prudently achieve a market rate of return on invested funds.

This position will monitor, analyze, and interpret investment portfolio performance evaluation reports to make recommendations to management or the Retirement Board on changes to investment policy.

Responsibilities
  • Ensure that the Boards’ investment policies are implemented efficiently and effectively to accomplish the investment objectives.
  • Ensure that policies and procedures provide adequate controls to safeguard assets.
  • Present to the Boards on the strategic direction of the investment programs, coordinate activities with investment consultants, and create strong lines of communication between all parties involved.
  • Ensure COPERS’ Statement of Investment Beliefs are considered in the investment decision‑making process consistent with COPERS’ fiduciary duty to participants and beneficiaries.
  • Monitor and evaluate investment managers to ensure that assets are managed in accordance with established policies, performance expectations, and contractual obligations, and resolve any issues as needed.
  • Work with the investment consultant on investment matters, such as development of the asset allocation and implementation strategies, manager due diligence, and development of investment policy recommendations.
  • Negotiate contracts with general partners, investment managers, and service providers, and coordinate the legal review with counsel.
  • Maintain effective and positive relationships with the Retirement Programs Director, the COPERS Board, investment managers, consultants, custodians, City departments, and other stakeholders.

Pay Range

Pay Range: $ – $ annually.

Hiring Range: $ – $ annually.

Pay range is the entire compensation range for the position classification.
