About This Position
The City of Phoenix Public Transit Department (PTD) oversees the City of Phoenix's transit program and serves as the "Designated Recipient" for Federal Transit Administration (FTA) funding in the Phoenix-Mesa Urbanized Area. PTD passes through FTA grant funds to Valley Metro transit partners and non‑profit sub‑recipient agencies.
Transit Compliance Civil Rights Officer – The incumbent will assist with regional coordination of FTA Sub‑Recipient Procurements and Civil Rights programs to ensure regulatory compliance with local, state, and federal laws. The officer reports to the Civil Rights Program Manager and will oversee complex program activities for Public Transit and its partners, including, but not limited to, Title II/III ADA, Small Business/Disadvantaged Business Enterprise, Equal Employment Opportunity (EEO), and Title VI of the Civil Rights Act of 1964.
ResponsibilitiesSupervisor of professional‑level staff involved in contracts and Civil Rights oversight activities, including the preparation of scopes of services, monitoring spend authorization, collecting and tracking documents, contract compliance, and issuing applicable clauses. The officer will also:
- Ensure compliance with FTA procurements and Civil Rights requirements.
- Verify municipalities, agencies, or firms receiving FTA funding comply with Civil Rights mandates.
- Develop written materials – reports, correspondence, briefing documents, presentations, manuals, SOPs.
- Assist in developing the Triennial DBE Goal, EEO, ADA, and Title VI programs.
- Monitor sub‑recipients via procurement documentation, Title VI plans, on‑site inspections, and training.
- Advise the Program Manager on compliance issues and concerns.
- Recommend best practices to improve compliance efficiency.
- Support small‑business outreach to maximize participation in FTA solicitations.
- Respond to public inquiries about upcoming regional procurement opportunities.
- Investigate and resolve public challenges arising in Civil Rights program administration.
- Conduct site visits to verify use of federal funds and compliance with FTA policy.
- Perform other related duties as required.
- Occasional travel to off‑site locations for compliance oversight reviews.
- Highly organized, adaptable, a team player capable of managing competing priorities.
- Transit procurement life‑cycle knowledge, including scope editing.
- Knowledge of FTA (or comparable USDOT) grant rules, regulations, and programs.
- Proficient in Adobe Pro, Microsoft Office Suite (Outlook, PowerPoint, Word, Excel).
- Commitment to continuous improvement and process optimization.
- Self‑motivated and capable of independent work in a high‑volume environment.
- Excellent written, verbal, and presentation skills for internal and external stakeholders.
Pay Range: $90,916.80 to $ annually.

- Three years of experience with governmental contracts or in assistance to a contracts administrator.
