In addition to FAR‑based contracts, the incumbent is responsible for the management of two unique types of detention agreements: ICE Intergovernmental Service Agreements (ICE IGSAs) and U.S. Marshals Service Intergovernmental Agreements (USMS IGAs).

- Initiating and conducting studies to evaluate the effectiveness of contract management, administration and execution;
- Developing technical requirements and statements of work/performance work statements for submission to contracting personnel for inclusion in Request for Proposals;
- Defining contract requirements, preparing requisitions for supplies and services and completing receiving tickets in the ICE financial system, and ensuring that adequate funds are committed which enable contracts and agreements to be adequately funded; and
- Advising leadership on technical matters relating to pre‑ and post‑contract award acquisition activity, such as soliciting, evaluating, and negotiating contract awards.
PLEASE NOTE: The incumbent must hold and maintain a DHS Contracting Officer’s Representative (COR) certification at all times. It is preferable for the incumbent to have successfully completed the Federal Acquisition Certification‑Contracting Officer’s Representative (FAC‑COR) III, but as a condition of employment the applicant will need to obtain and maintain the certification. Depending on the Field/Program Office contract portfolio size and complexity, a DHS COR Level III certification may be required for some ICE COR positions.
