Aviation Consultant

Overview

The Aviation Liaison contributes to the development of Communication and Outreach Plans for MCAGCC airspace establishment, including the communication strategy in consultation with the MCACCC Airspace Working Group (AWG), targeted engagement plans for stakeholder groups, and key messages and channels for each group.

• Contribute to the development of Communication and Outreach Plans for MCAGCC airspace establishment, including technical content and strategic guidance.
• Develop communication strategy in consultation with the MCACCC Airspace Working Group (AWG).
• Create targeted engagement plans for stakeholder groups (e.g., local legislators, regulators, airports, interest groups, the public).
• Define key messages and communication channels for each stakeholder group.

• Develop technical content for briefings and informational materials tailored to specific airspace audiences.
• Support development of a range of public outreach materials to enhance understanding of the MCAGCC airspace, in coordination with the Public Outreach Specialist.

• Prepare fact sheets, information sheets, social media graphics and captions, website content, FAQs, and other informational products pertinent to the public's understanding of the Special Use Airspace establishment and use.
• Ensure all technical content is accurate, clear, and accessible to a diverse audience; coordinate with AWG to circulate products for approval.

• Deliver public briefings and presentations to inform stakeholder groups about MCAGCC airspace establishment and relevant land uses beneath the airspace.
• Participate in IPT/AWG meetings and present to various off-base stakeholder groups, including local legislators, regulators, administrators, airports, and interest groups.
• Conduct regular airspace briefings with up to 24 stakeholder groups in the Southwest Area of Responsibility; tailor briefings to address specific interests and concerns of each group.

• Provide internal training about the newly established Special Use Airspace at MCAGCC, its purpose, status, and way forward.
• Develop and deliver training materials on MCAGCC airspace establishment, status, and relevant regulations.
• Prepare internal status reports, briefings, and presentations to communicate updates to MCAGCC leadership.

• Experience with airspace management and FAA regulations.
• Strong communication and outreach skills.
• Experience working with government agencies and stakeholder groups.
• Excellent writing and presentation skills.
• Security requirements (e.g., background checks, security clearances, data protection).
• Experience with airspace analysis and airspace permitting for military projects or related federal government projects.
• Experience overseeing preparation of airspace permit applications with various federal and state agencies; project and team management experience.

• Part-time position reporting to Stantec’s Solana Beach, CA office.
• Approximately 20 dedicated hours per week for one year, with the possibility of extending based on program success and funding.
• Travel for in-person meetings equivalent to about one week per month; remote/virtual work available for other time.

• Bachelor’s Degree.
• Strong organizational and multi-tasking abilities with attention to detail.
• 6–15 years of related experience with demonstrated task lead experience.
• Experience with Special Use Airspace.
• Strong technical writing, analytical, and oral communication skills.
• Ability to manage multiple tasks and priorities and meet deadlines.
