Job Summary:

Under the direction and supervision of the Administrator, the Deputy Administrator will oversee the operations of internal business units, including supervision of subordinate personnel. The Deputy Administrator may act on behalf of the Administrator in their absence. The candidate is expected to be flexible, adaptable and responsive to the needs of the entire organization, and able to manage tactical and strategic issues simultaneously.

Additional functions include recommending policy, procedure and operational changes to the Administrator, acting as liaison to external consultants and stakeholders, managing RFP processes, and leading special projects.

The Deputy Administrator will play a crucial role in developing and implementing the Board of Trustee’s strategic plan while measuring and monitoring organizational performance to achieve prescribed initiatives and goals. Success is achieved through improved systems, service innovation, enhanced service delivery, collaboration and engaged employees.

Additional criteria include demonstrated management success in a comparable or larger complex organization, commitment to public service, and ability to thrive in a fast‑paced, high‑demand, collegial environment.

This position may offer the ability to work remotely within Arizona, based on business needs and performance measures.

Job Duties:
  • Manage and oversee operations of internal business units and supervise subordinate personnel.
  • Assist in Board of Trustee reporting functions and participate in meetings, reviewing agenda materials.
  • Coordinate and implement policy matters and system initiatives by facilitating communication among business units.
  • Represent PSPRS in meetings with external parties, including executive and legislative branches of state government and local government officials.
  • Assist the Administrator and Legal Counsel with legislative matters, including drafting proposals.
  • Communicate administrative policies and procedures, and provide recommendations and analysis regarding plan benefit questions requiring legal interpretations.
  • Coordinate the review, updating and implementation of all statutes, forms, benefit summaries and related documents affecting daily operations.
  • Assist with internal control procedures to ensure compliance with federal and state laws and regulations, in conjunction with the Internal Auditor and Compliance Officer.
  • Conduct performance evaluations and other personnel duties when staff are under direct supervision.
  • Promote collaboration and knowledge sharing across business units and with external stakeholders.
  • Assist in creating performance metrics, reporting and improvement targets for the strategic plan, and coach staff on process improvement methods.
  • Review, monitor and recommend changes to existing policy, process or procedure to achieve organizational goals.
  • Act as primary or secondary liaison with participating employers, local Boards, new employers, consultants, state legislature, and membership organizations.
  • Perform other duties as needed, including special projects requested by the Board of Trustees or Administrator.
