Classified Administrator for Safety and Risk Management

JOB GOAL To develop, implement, coordinate and monitor activities including District safety and accident prevention program; liability and property issues; to ensure compliance with all applicable federal, state and local regulations relating to school districts; to ensure all students, staff, parents and community have a safe environment on all district sites.

QUALIFICATIONS BA/BS in Law, finance, business administration or related field;
Master's Degree preferred Certifications in auditing, compliance or risk management preferred Equivalent education comparable to a Bachelor's degree from an accredited college or university with major course work in occupational safety or a related field. Any combination of experience, education and training that would likely provide the required knowledge and abilities and are acceptable by the Governing Board. Three years of increasingly responsible risk management and safety experience preferably in a public agency.

PERFORMANCE RESPONSIBILITIES Interpret and apply Federal, State and local policies, procedures, laws and regulations. Inspect District facilities, equipment, materials and employee work practices to determine unsafe conditions. Respond to requests and inquiries from District employees and the general public regarding safety and accident prevention within the District. Excellent knowledge of reporting procedure and record keeping; communicate clearly and concisely, both orally and in writing.

Possess a business acumen partnered with a dedication to legality. Establish and maintain effective and cooperative working relationships. Keep abreast of changing trends and emerging issues in enterprise risk management and discuss with supervisor. Manage and continue to refine the District's Emergency Operating Plan (EOP). Annually review the District EOP, ensure it meets the needs of all campuses. Conduct Campus Emergency Preparedness drills including Lockdowns and Fire Drills.

Annually train staff on District Emergency Preparedness Policy and Procedures. Manage and continue to refine the District's Fire and Life Safety Program:
Fire extinguisher, hood suppression system and fire sprinkler system service/inspections;
Annual Fire Marshall Site Inspections;
Federal required monthly fire drill reports;
Follow up on site inspections/corrective actions;
Initiate and follow up on District-wide issues;
Keeping District Leadership informed of the status of any serious deficiencies that may require their attention. Manage and continue to refine the District's Asbestos Management Plan including but limited to:
Maintain certification as an AHERA Building Inspector;
Conduct ongoing asbestos re-inspections;
Continued staff training;
Meet all AHERA regulations and State OSHA Asbestos Regulations.

KNOWLEDGE AND SKILLS Accident prevention, loss control and safety program management principles. Principles of risk identification. Pertinent Federal, State, and local laws, codes and regulations related to occupational safety and health precautions. Knowledge of applicable Federal, state, county and city statutes, rules, regulations, policies and procedures. Knowledge of applicable Cartwright School District and departmental policies and procedures. Principles and procedures of record keeping Safe work practices.

Types and use of safety testing equipment, supplies and personal protective equipment. Principles and techniques of effective training.
