Description

Tierra Right of Way Services, Ltd. Is seeking a Right of Way Agent, Sr., for one of our clients. Under the general direction of the Right of Way Acquisition Section Manager, the Right of Way Agent Senior position is responsible for technical right of way work of upper-level difficulty both in the field and in the office, performing acquisition, negotiations and relocation assistance;

performing the related work as required per State and Federal statutes, codes and guidelines.

Experience working with tribal entities and public lands is required. See below for other qualifications including a valid Arizona Real estate license.

Essential functions include:

  • Provides technical assistance that supports our client's ability to meet project schedules and the goals of the Department.
  • Research, review, and evaluate plans and documents related to the Right of Way acquisition program. Complete preparation of acquisition packages, meet with property owners and inform them of their rights and our project purpose, scope, and impact.
  • Coordinate any special issues with the lead agent.
  • Complete the acquisition process.
  • Maintain accurate and complete acquisition and relocation files.
  • Research, review, and evaluate dwellings and documents related to the Right of Way relocation assistance program, including determination of moving costs, comparable replacement dwelling, and providing relocation assistance to property owners.
  • Assist owners and tenants in submitting claims for relocation payments.
  • Monitor moves to ensure successful relocation.
  • Attend and participate in meetings and training as required and assigned.
  • Out-of-town travel and overnight lodging as needed.
  • Perform other related duties as assigned.

Knowledge of:

  • Right of Way policies and procedures.
  • Procedures, documentation, and best practices regarding the Right of Way acquisition and relocation assistance program.
  • Federal and State statutes and regulations.
  • Interpretation of technical plans and legal descriptions.
  • Zoning and building codes.
  • Public relations techniques and best practices.
  • Appraisals and concepts regarding property values.
  • Eminent domain requirements, standards and best practices.
  • Project management and coordination techniques and best practices.
  • Personal computer equipment and applications including Microsoft Word, Excel, etc.

Skill in:

  • Courteously and firmly deal with people involved in property transactions.
  • Establish priorities and handle a number of tasks simultaneously.
  • Adjust to changing priorities.
  • Interpersonal communication with all levels of the agency and with the public.

Ability to:

  • Remain professional and tactful under all situations.
  • Plan, negotiate and communicate effectively and fairly.
  • Effectively complete Right of Way acquisition and relocation assistance.
  • Effectively plan and organize work.
  • Read and interpret maps, plans, appraisals and legal descriptions.
  • Organize and maintain accurate records.
  • Effectively disseminate technical information.
  • Read and write detailed reports and contracts.
  • Establish and maintain positive working relationships with tenants, vendors and contractors.
  • Efficiently perform and apply required research.
  • Observe and adapt to changing priorities.
Qualifications

Minimum Qualifications:

  • A high school diploma or equivalent and four (4) years of right-of-way or relevant experience in relevant area with increased responsibility over time, requiring at least two years specialized experience in area of assignment; A Bachelor's degree in a relevant field may substitute for two years of specialized experience.
  • A valid Arizona Real Estate License
  • Experience with tribal entities and public lands
  • Arizona Notary Public certification
  • A valid driver's license with a clean driving history
  • Ability to pass a background check
