ABOUT THIS POSITION

The Citywide Grants Manager manages and coordinates grant-related activities across the City of Phoenix, including identifying funding opportunities, streamlining grant application processes, and supporting grant-funded procurement, budgeting, and contract administration activities. This position works collaboratively with departments across city government to strengthen the city's grant strategy, improve coordination, and maximize external funding opportunities.

The Manager provides strategic guidance and technical assistance on grant development, application preparation, compliance, and reporting, while helping departments pursue competitive funding opportunities aligned with city priorities. The role also serves as a key liaison with internal and external stakeholders, including Offices of the Mayor and City Council, the City Manager's Office, state and federal agencies, Tribal communities, community organizations, and other key stakeholders.

DUTIES, FUNCTIONS, AND RESPONSIBILITIES

* Research potential grant opportunities, analyze legislative and regulatory changes, and develop grant funding strategies aligned with the City's goals.

* Respond to and resolve sensitive inquiries and complaints from both internal and external sources. Provide solutions to complex problems and work to resolve difficult issues between involved parties.

* Develop and implement a citywide grant strategy that aligns funding opportunities with the City's strategic priorities and capital investment needs.

* Identify and prioritize high-value grant opportunities and coordinate cross-departmental teams to pursue competitive funding.

* Support City departments in preparing competitive grant proposals, including proposal strategy, narrative development, budget preparation, data analysis, and compliance review.

* Track federal and state funding opportunities and deadlines, including discretionary grants, infrastructure funding programs, and legislative appropriations relevant to City priorities.

* Conduct monthly and quarterly grant liaison meetings.

* Have standing relationships with Arizona Native Tribes to understand their tribal gaming process.

* Work with city departments to complete all required tribal grant agreements and contracts.

* Write and review all necessary city council reports and requests for council action related items for the tribal gaming grants.

* Using the existing enterprise grants management system, develop and maintain a citywide grant opportunity tracker and quarterly report identifying funding opportunities, applications submitted, and funds secured.

* Prepare business planning reports, memoranda, and correspondence on departmental policies and activities.

* Develop tools, templates, and internal processes to improve coordination and capacity for grant development and management across City departments.

* Oversee resolution of single audit recommendations related to citywide grant administration.

* Facilitate and provide training to city staff on citywide grant policies and procedures.

* Evaluate and make recommendations for changes in organization, policy, and procedures-based feasibility.

* Perform other duties as assigned.

IDEAL CANDIDATE

* Demonstrated experience identifying and pursuing competitive grant opportunities tied to infrastructure, resiliency, public safety, or capital investment projects.

* Experience coordinating citywide or multi-department grant strategies within a large public-sector organization.

* Experience in managing the oversight of grant compliance, reporting, and management.

* Demonstrated success securing competitive federal or state grants, particularly infrastructure or discretionary grants (e.g., USDOT, FEMA, HUD, EPA).

* Experience working with federal or state appropriations, grant programs, or government funding processes.

* Knowledge of funding guidelines, services, compliance and reporting for federal, state, and local grant funding.

* Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations related to grant programs.

* Knowledge of organizational and management practices as applied to the analysis and evaluation of grant programs.

* Ability to travel to more than one work location.

SALARY

Pay and Hiring Range: $ - $ annually.

Pay Range Explanation:

* Pay range is the entire compensation range for the position classification.

* Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

* The City contributes 9% of salary into 457/401(a) plans with no matching required. $4,200/annual car allowance and $1,440/annual cell phone allowance.
