About This Position

The Neighborhood Services Department, Preservation Division (NPD) enforces the Neighborhood Preservation Ordinance, Zoning Ordinance, and various other Phoenix City Codes related to animals, adult business licensing, and mobile vending. NPD is divided into teams based on geographic service areas; each team member reports to a Neighborhood Preservation Supervisor. The Neighborhood Preservation Inspector (NPI) performs field inspections or administrative support work, investigating complaints and violations of zoning, property maintenance, environmental safety ordinances, housing safety regulations, and City Council stipulations.

The position has authority to order compliance, abatement, discontinuance, removal, or alterations of conditions that violate applicable ordinances, laws, and regulations, and to initiate legal actions for continuing violations. The duties require extensive public contact.

Field Responsibilities
  • Inspect properties for compliance with zoning, property maintenance, and ordinances dealing with animals, vending, environmental safety, and housing safety regulations.
  • Investigate complaints of violations of stipulations of the City Council, Rehabilitation Appeals Board, Zoning Administrator, and Board of Adjustment.
  • Inform citizens or their legal representatives of violations of applicable regulations and ordinances and explain changes required for compliance.
  • Perform public education and information duties, including meetings, presentations, personal contacts, and information distribution.
  • Encourage voluntary compliance with all codes through contact and education.
  • Conduct follow‑up inspections to ensure violations are abated, altered, discontinued, or removed.
Documentation and Research Responsibilities
  • Document findings related to violations and efforts to bring property owners into compliance with ordinances, codes, laws, and regulations, including written accounts of activities and photographs.
  • Investigate case histories, approval documents, approved blueprints, property ownership records, sales tax licenses, aerial photos, utility records, and other related documents as necessary.
  • Write violation reports on structures and properties inspected and initiate legal actions for continuing violations.
  • Prepare cases for court actions, assist the City Attorney's Office in determining the appropriate disposition of outstanding cases, and testify in court.
  • Maintain extensive field inspection case notes in a computer‑based case management system.

NPD maintains four work locations:
Union Hills and Central Ave; 24th St and Broadway Rd; 33rd Ave and Thomas Rd; and Phoenix City Hall. The schedule consists of a 5/8 Monday‑through‑Friday shift or a 4/10 Wednesday‑through‑Saturday shift, including nights and/or weekends. Assignment bids are based on seniority.

Salary

Pay Range: $28.04 to $45.67 per hour.

Hiring Range: $28.04 to $34.08 per hour.

  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.
