About This Position

The City of Phoenix established the Office of Accountability and Transparency (OAT) to review administrative investigations involving members of the Phoenix Police Department. OAT evaluates the completeness and thoroughness of investigations and makes recommendations for future investigations to the Police Chief, Mayor's Office, City Manager's Office, and the Civilian Review Board. OAT also provides recommendations regarding policy and training issues to advance the mission of the City of Phoenix.

OAT is seeking Senior Reviewers to review administrative investigations and evaluate and process complaints or commendations from the public. The role involves comprehensively reviewing investigations, evaluating evidence and investigative procedures, writing professional reports, and making recommendations. Reviewers also engage with the public in a professional, tactful, and compassionate manner and support other work groups within the office, including administration, community engagement, and mediation.

Responsibilities
  • Review administrative investigations involving members of the Phoenix Police Department.
  • Evaluate and process complaints and commendations from the public.
  • Conduct detailed reviews of evidence and investigative procedures.
  • Write professional and well‑reasoned reports.
  • Make recommendations for future investigations.
  • Engage professionally, tactfully, and compassionately with members of the public.
  • Support other work groups in the office, including administration, community engagement, and mediation.

Knowledge and Understanding
  • City of Phoenix Administrative Regulations and Personnel Rules.
  • Phoenix Police Department Operations Orders and department manuals; statutes, ordinances, and public policy relating to policing.
Salary and Hiring Range

Pay Range: $82,056 - $121,243 annually.
Hiring Range: $82,056 - $99,736 annually.

Minimum Qualifications
  • Four years of experience conducting or reviewing investigations, collecting evidence, or in civilian oversight of law enforcement.
  • Bachelor's degree in public administration, criminal justice, social sciences or related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted; for example:
    • Master's degree in public administration, criminal justice, or related field and two years of required experience.
    • Juris Doctor (J.D.) and one year of required experience.
  • All finalists are subject to a criminal background check applicable to the department or position.
