The Deputy Director provides executive support to the Arizona State Mine Inspector and responsible for the administration side of the Training & Education, Inspection, Reclamation, and Abandoned Mines programs. Interpretation of laws, regulations, rules, policy, statutes and Constitution of the State of Arizona Article XIX Mines, A.R.S. Title 27. This position is responsible for budget, strategic planning, personnel, and statutory information.

Job Duties:
  • This position is responsible for overseeing Administration, Human Resources, Information and Technology, Business and Financial Services, Procurement, Budgeting, Audit and Investigations, Administrative Rules and Administrative Counsel.
  • Evaluates business procedures and progress to establish process improvements.
  • This position is responsible for providing accurate and timely personnel, financial, statutory information, public relations, and constituent issues to the State Mine Inspector for decision making process.
  • Responsible for appropriate representation for the elected officer and the Agency in hearings, meetings and public forums.
  • Supervise employees, document performance issues, provide performance reviews, administer discipline, conduct performance evaluations and hire and train employees.
  • Full understanding of the State/Federal accounting policies and procedures, and state status for each program so that funding is spend according the agency authority.
  • Develop, track, execute and report the expenditures, revenues; and annually review and approve the yearly budget to the Governor’s Office of Strategic Planning and Budget (OSPB).
  • Responds to public information request and congressional inquiries.
  • Other duties as directed.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
  • Prior significant interaction with the legislature, state and federal government agencies;
  • Reference materials such as federal regulations (e.g. OMB Circulars), Arizona Revised Statues for the State Mine Inspector’s office as well as other applicable areas;
  • State budgetary guidelines and process including AZIPS & Arizona Budget System (ABS);
  • General knowledge of HRIS, Arizona Financial Information System, Procurement;
  • ADOA/GAO Statewide Accounting and System manuals, policies and procedures;
  • State procurement policy and procedures, state procurement code, benefits, state retirement, and state human resources office and payroll;
  • The Arizona Financial Information System;
    Procure Arizona, developing and preparing a bid for a contract developing a purchase order; developing a budget pertaining to all funding sources.
Skill in:
  • Strategic leadership and public sector management;
  • Principles of leadership, supervision and training;
  • Financial and operational oversight;
  • Analyzing and interpreting statutes and financial data;
  • Exceptional analytical and critical thinking, decision making, oral and written communication skills;
  • Microsoft office Suite.
Ability to:
  • Direct a comprehensive administrative service program for the organization;
  • Handle complex analytic and managerial work, supervisory ability, speak and write effectively;
  • Manage relationships with executive leadership, external agencies, and public;
  • Analyze and interpret financial data, polices and reports;
  • Maintain accounting records though financial systems; develop reports for analysis on budget, payroll and financial date; develop policies and procedures.
Selective Preference(s):
  • Five (5) or more years of executive or senior management experience.
  • Bachelor’s degree in business or public administration from an accredited college or university may substitute for one year of the required experience.
  • Experience with budgeting, personnel management, and systems development.
