ARIZONA DEPARTMENT OF TRANSPORTATION (ADOT)

Job Summary:

An ECD Recruit functions in a learning role under close supervision and instruction of the law enforcement academy instructions/staff and an Enforcement and Compliance Sergeant. Under supervision of a field training officer or sergeant, will interpret and communicate the provisions of state and federal motor vehicle codes pertaining to registration, operator licensing, tax credentials, financial responsibility, size/weight and vehicle safety requirements applicable to Port Operations and Field Enforcement.

Become familiar with the regulations of domestic and foreign based vehicle traffic entering and exiting the State. Learn processes and procedures for examining investigations of alleged vehicle registration compliance violations. Train and learn to perform VIN inspections and to take appropriate enforcement related action.

Background check, polygraph, psychological and physical test are required. Overnight travel may be required.

Upon hire, training will begin at ECD Training at 3838 N. Central Ave, Phoenix, Arizona. Training should be approximately 1 month but may vary.

Basic Recruit Academy

The Southeast Arizona Law Enforcement Training Academy is fully certified by the Arizona Peace Officer Standards Training Board (AZPOST). The program covers the training and skills needed in criminal and traffic law, defensive tactics, firearms, physical fitness and defensive driving that is required for a career in law enforcement. Students who complete the program will earn 30 Cochise College LEO credits.

The academy is a rigorous 790-hour, 20-week program. Classes are held Monday-Thursday from 7 AM-5:30 PM on the Cochise College Sierra Vista Campus.

Upon successful completion of the academy, Recruits are Arizona Peace Officer Standards and Training Certified and promoted to ECD Full Authority Officers.

Job Duties:

Functions in a learning role and is responsible for learning: proper law enforcement practices and procedures; motor vehicle laws, rule and regulations; vehicle inspection techniques and procedures; and to interpret relevant motor vehicle laws, rules and regulations.

Learn procedures for examining documents and inspecting domestic and foreign traffic to ensure compliance with state and federal vehicle registration, licensing, tax, financial responsibility, size and weight, and safety requirements. Train to perform CVSA Level 1-3, and VIN inspections and assist with vehicle registration compliance investigations.

Become familiar with issuing applicable permits, routing over-dimensional loads, and collecting required fees and taxes. Take appropriate enforcement action as authorized by state and federal motor vehicle and operator laws, rules, and regulations. Develop report writing skills for incident and activity reports.

Pre-Employment Requirements:
  • High School Diploma or GED
  • Must be age 21 by completion of Academy.
  • Obtain Arizona Peace Officer Standards and Training Board (AZPOST) Certification.
  • Peace Officer, Physical Ability Test.
  • Obtain CVSA Level 1 Inspections.
  • Obtain/maintain firearms certification.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended.

Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
