Acting as the Department’s liaison with the Office of Procurement Services, you will coordinate construction, professional services, and intelligent transportation system contracts and ensure the Department of Transportation adheres to the Maricopa County Procurement Code, County policies, and Federal and State regulations.

• Plan, coordinate, supervise, and evaluate activities and the work of assigned staff.
• Responsible for Procurement staff assignment and monitoring, performance measurements, technical training, and hiring, with emphasis on proficiency, compliance, contract delivery, and excellent customer service.
• Represent the Department of Transportation in all matters of procurement with professionalism and sound judgment.
• Coordinate the needs of all the Divisions, prioritizing procurement to best meet the Department’s mission and goals in compliance with Federal, State, and County rules and regulations.
• Responsible for administering the Department’s procurement processes, assessing and minimizing risk in solicitation and contracts.
• Generate and review construction and professional service contracts, including formal bid evaluations and Requests for Proposals, contract amendments, work assignments, change orders, payments, and related technical and budget documents for completeness, ensuring Federal, State, and County rule and regulation compliance.
• Generate and review purchase orders, insurance certificates, bonds, and other contract-related documents for compliance with contract terms, Federal, State, and County regulations, and policies.
• Create/update procurement policies, processes, and procedures.
• Provide training.
• Prepare regular and ad hoc reports and analyses.
• Work with cross-functional teams, review committee makeup, oversee pre-bid meetings, bid openings, evaluation meetings, and interviews.
