Job Summary:

Make a lasting impact on publichealth by leadinga team responsible for licensing and regulating
health care facilities across thestate. This management position oversees regulatory operations,
including licensing, inspections, investigations, compliance monitoring,and quality assurance,
while ensuring consistent application of stateand federal requirements. The incumbent
provides leadership to professional staff, drives continuous process improvement,
develops regulatory solutions, and fosters collaborative relationships with providers, consumers,
and partner agencies to promote safe, compliant, and high-quality health care services.

Job Duties:

Manage and supervise staff by assigning work, setting priorities, hiring, coaching,
evaluating performance, approving leave, and addressing employee relations and disciplinary
matters.

Oversee licensing activities for regulated healthcare facilities and providers by
reviewing applications, issuing licenses, and ensuring ongoing compliance with applicable state
and federal laws, regulations, and standards.

Conduct or oversee initial, annual, recertification, complaint, and compliance inspections to
evaluate adherence to licensing and certification requirements.

Conduct or oversee investigations of licensed facilities in response to complaints and unlicensed
entities suspected of providing regulated services.

Review and approve inspection reports, investigative findings, statements of deficiencies,
licensing actions, legal correspondence, and other regulatory documentation.

Serve as atechnical resource by interpreting regulations, responding to inquiries from providers
and stakeholders, providing technical assistance, developing standards, and participating in
rule making activities.

Lead or participate in staff, advisory committee, and stakeholder meetings to support program
initiatives and regulatory objectives.

Develop and oversee training programs fornew employees, create training materials, and deliver
presentations tointernal and external stakeholders.

Monitor quality assurance activities by reviewing documentation, corrective actions, quality
data, and performance metrics. Develop reports, dashboards, templates, and other tools to
support program operations and continuous improvement.

Perform other dutiesas assigned.

Knowledge, Skills & Abilities (KSAs):
Knowledge of:
  • Federal regulations
  • Arizona Administrative Code and Arizona Revised Statutes related to licensed facilities and providers
  • Good understanding of facility management and operational concepts
  • Specialized procedures
  • Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies
Skill in:
  • Review and reading/interpretation of professional literature and regulations
  • Requires high level of oral and written communication, analytical review, interpersonal
    - relationships, active listening, organizational, evaluation, repetition, education/training
Ability to:
  • Change priorities as issues arise, problem solving (root cause)
  • Work independently
  • Perform reviews
  • Analyze analytical data, reporting, and evaluation of analyst qualifications providing
    compliance data
