Role Purpose Statement

The Human Resources Manager is a key leadership partner at the Customer Service Center (CSC), responsible for driving HR strategy, ensuring compliance, and fostering a strong employee experience across both union and non‑union populations. This role oversees the administration of HR policies, the Master National Agreement (MNA), and all employee relations activities while ensuring full alignment with federal and state employment laws.

As a trusted advisor, this position plays an integral part on the CSC senior leadership team, supporting operational excellence through people‑focused leadership.

Main Accountabilities Business Strategy, Policies, and Tools
  • Execute regional HR strategies within the assigned CSC to meet business and operational objectives.
  • Ensure full compliance with corporate and regional HR policies, procedures, and standards.
Human Resource Management
  • Implement and manage HR policies and programs for both union and non‑union employees within the CSC.
  • Administer and interpret the Master National Agreement (MNA); lead and manage the MNA grievance process.
  • Provide coaching, guidance, and consultation to operational leaders on HR best practices, policies, and employment law compliance.
  • Serve as a key member of the CSC senior leadership team, contributing to strategic decisions and operational planning.
  • Support employees by addressing and resolving employee relations matters with fairness, consistency, and professionalism.
  • Oversee departmental budgets, including recruitment, training, uniforms, and overall HR-related expenditures.
  • Lead full-cycle talent acquisition including sourcing, recruiting, interviewing, and hiring high‑quality candidates for diverse CSC roles.
  • Deliver and oversee mandatory CSC and company training programs, ensuring employee development and compliance.
  • Manage Department of Transportation (Use the "Apply for this Job" box below). drug and alcohol testing programs and the company’s non‑DOT pre‑employment testing processes.
  • Review and manage CSC safety programs, workers’ compensation claims, and settlement negotiations while ensuring compliance with applicable laws and company policies.
Leadership
  • Ensure the HR function is appropriately staffed, structured, and directed to support operational success.
  • Lead budget planning and cost control within the HR department; identify variances and initiate corrective action as needed.
Knowledge, Skills and Experience

Bachelor’s degree in Human Resources, Business Administration, or a related field preferred; equivalent HR experience accepted.

5–7 years of progressive HR generalist experience in a supervisory or managerial capacity required.

  • Strong knowledge in compliance and leaves.

Strong analytical, organizational, and problem‑solving skills.

Excellent verbal and written communication skills, with the ability to influence and partner at all levels of the organization.

Thorough knowledge of federal and state employment laws and their application in a union and non‑union environment.

Team‑oriented with strong leadership capability and a collaborative approach.

PHR/SPHR certification preferred.
