Position Overview
The Human Resource Manager collaborates and oversees HR aspects with the CFO, supporting daily business operations. Key responsibilities are grouped into three areas:
Human Resources and Compliance, Recruiting and Recruiting Administration, and Payroll.
- Employee onboarding/off‑boarding administration and compliance
- Integrity of employee data and documents (soft and hard copy)
- Benefits administration: health benefits renewals, open enrollment, benefit portal updates, 401k plan administration, year‑end filings and audits, documentation, and compliance
- Policy and procedure compliance and updates to reflect changing state and federal mandates
- HR legal documents and revisions for employees and independent contractors
- Export control administration compliance related to HR & recruiting
- Register new states for workers’ compensation insurance and manage annual audit and renewal
- Track engineering timesheets and work‑product progress reports; prepare engineering onboarding/off‑boarding documentation
- Maintain client for new engineer onboarding
- Participate in disciplinary investigations and communications
- Obtain references and VOEs when required
- Perform HR, PR, or recruiting duties as needed
- Recruit, onboard, and train Business Operations personnel
- Act as technical recruiting backup (sourcing, scheduling)
- Administer and maintain ATS functionality
- Track recruiting goals and activity reporting
- Provide engineering candidate onboarding status to hiring managers
- Support staffing model planning and execution
- Schedule candidate pre‑screens and interviews as needed
- Manage job portal listings within ATS and external posting sites (Indeed, Linked In)
- Oversee and audit multi‑state payroll processing for approximately 45–65 employees; serve as backup
- Register for company licenses and apply for withholding and UI in new states
- Coordinate year‑end 1099 and W2 reporting with PR Company
- Audit UI annual reports and rates
- Audit PR Company records for out‑of‑state filing and payment compliance
- Maintain time‑off tracking (PTO, PSL, ETO)
- Technical
- Bachelor’s degree in Human Resources or related field
- 5+ years of payroll processing experience
- 10+ years of corporate HR management experience covering HR, benefits, and recruiting
- 10+ years HR administration and compliance experience
- Professional Certificate in Human Resources Management (plus)
- PHR Certification required (active)
- SPHR Certification (plus, active)
- Fundamental knowledge of HR compliance, employment laws, best practices, health benefits, and 401k administration
- Certificate in Employee Relations Law Seminar (plus)
- Experience in researching, writing, and assessing HR policies, benefits, recruiting, and payroll procedures
- Advanced proficiency in MS Word, Outlook, and Excel
