Job Summary:
The Director, IT Delivery is responsible for the strategic alignment and operational excellence of the IT organization. This role oversees the Office of the CIO (OCIO) functions, including IT strategy, integrated planning, and methodology definition, ensuring all IT initiatives support Tri West’s mission. The Director defines and governs project management standards, manages the IT portfolio, and coordinates cross-functional IT governance. This leader bridges IT leadership and the ePMO to ensure consistent delivery, financial transparency, and continuous improvement of IT processes.
& Experience
Required:
- 5+ years of experience in IT leadership with a focus on IT Governance or OCIO functions.
- Leadership experience managing IT projects and programs
- Bachelor’s degree in Business Administration, Computer Science or related degree or equivalent professional experience
- Proven experience in Strategic Planning and maturing IT Operating Models.
- Demonstrated success in producing and coordinating cross-departmental roadmaps and resource capacity planning.
- Experience facilitating internal technical meetings, cross departmental meetings and all staff meetings
- Demonstrated ability to stand up governance models to achieve results for both programs and platforms
Preferred:
- 2+ years’ experience working in a government environment
- OCIO Strategy & Planning:
Lead the annual and multi-year IT strategic planning process and participate in other business related technical planning to meet business needs. Translate business goals into actionable IT roadmaps and ensure alignment between technical execution and enterprise strategy. - Portfolio Management & Governance:
Maintain an overarching portfolio of IT projects. Establish and chair IT Governance committees that create collaboration across the technical silos and ensure investments are prioritized based on ROI, risk, and strategic value. - Methodology & Standards Definition:
Define and standardize the "Tri West Way" for IT—including SDLC, Agile/Waterfall frameworks, and change management controls. Ensure consistent adoption of these methodologies across all IT sub-units. - IT Coordination & Orchestration:
Act as the central hub for IT coordination. Align infrastructure, data, program, security, and application development teams to eliminate silos and ensure integrated project delivery. Manage and coordinate the scheduling of internal technical team meetings at all levels, leadership, management and staff level. - Resource & Capacity Management:
Implement models to track and forecast IT resource demand versus capacity, providing visibility into constraints before they impact delivery. - Performance Metrics (OKRs/KPIs):
Develop, report and provide meeting cadence to review OCIO dashboards that measure IT health, project performance, and operational efficiency for executive leadership. - Vendor & Financial Oversight:
Partner with Finance to track the IT budget and manage strategic vendor relationships to ensure contractual compliance and value realization. Incorporate processes to ensure vendor contracts have the necessary reporting to manage budget, capacity and spend within the technical teams. - Other duties as assigned.
