READ FIRST- 3+ years of IT SOFTWARE procurement specifically (negotiating SaaS/PaaS/IaaS licenses, software vendor contracts, and renewals). General supply chain, inventory, demand forecasting, or logistics backgrounds are not a match for this role.

Sun Soft Online is seeking an experienced IT Software Procurement Analyst for a contract-to-hire opportunity with an Arizona state agency in Phoenix. This role owns IT software procurement strategy and software vendor relationships.
What You Will Do:- Manage IT software procurement and the IT asset lifecycle, including SaaS, PaaS, and IaaS licensing
- Negotiate software contracts, SLAs, renewals, and data sovereignty clauses
- Develop and score RFPs/RFQs for enterprise IT software and services
- Conduct TCO and ROI analysis for technology investments
- Manage software vendor relationships and renewal strategy
- 3+ years IT software procurement (software licensing, SaaS/PaaS/IaaS, vendor contracts)
- RFP/RFQ development and scoring for IT services
- Phoenix-local; eligible for FTE conversion (no sponsorship)
- Available for in-person interview within 1 week of June 23
- ISO-9902 Cloud Procurement Framework knowledge
- TCO/ROI analysis for technology investments
- Technical project management background
