* POSITION SUMMARY:

** The Manager IT Vendor & Resource Management owns the end-to-end IT resource management function, partnering with the IT PMO, Procurement, HR/Talent Acquisition, and Finance to plan and fulfill contractor and FTE headcount needs. The incumbent serves as the primary relationship owner for IT staffing vendors, including performance tracking, compliance oversight, and escalation management (primarily invoicing and payments). In addition, the Manager IT Vendor & Resource Management supports contractor and new-hire onboarding, reviews IT professional services SOWs with Procurement/Legal as needed, and acts as the application owner for SAP Fieldglass.

** PRINCIPAL RESPONSIBILITIES:*
* + Partners with the Director IT PMO and Procurement staff on the implementation of the enterprise IT Staffing strategy.

+ Leads theend-to-end IT headcount request and staffing processes for IT contractor and FTE needs through coordination with HR, Talent Acquisition, IT PMO, and Finance.

+ Serves as the main point of contact and relationship owner for IT staffing vendors. Oversees the IT Staffing Vendor Compliance Program by coordinating, tracking, and reporting on vendor performance.

+ Investigates vendor escalations related to invoicing/payments.

+ Partners with Procurement and Legal (if applicable) to review related Professional Services Statements of Work (SOWs) for IT.

+ Ensures the onboarding processes for contractors and FTE new hires are well defined, documented, and implemented.

+ Acts as the application owner for SAP Fieldglass.

+ Partners with Procurement to assist in the negotiation process related to IT contingent labor providers when applicable.

+ Manages the cohort-based IT Apprentice Program.

+ Leads and develops direct reports by setting clear expectations, providing ongoing coaching, and driving performance aligned with organizational goals.

+ Performs other job-related duties as assigned or apparent.

* QUALIFICATIONS:

*
* + Demonstrated experience supporting organizations with large contractor populations.

+ Ability to define, enforce, and monitor expectations for vendors and contractors, including adherence to security, compliance, time reporting, and ethical standards.

+ Experience supporting vendor scorecards, performance reviews, Annual and Quarterly Business Reviews, and vendor rationalization efforts in partnership with Finance and Procurement.

+ Proven success aligning resource assignments to prioritized initiatives, balancing business needs, financial constraints, and workforce sustainability.

+ Strong working knowledge of IT financial management as it relates to resourcing, including:
Contractor rate structures, forecast vs. actual spend, demand driven headcount planning.

+ Ability to partner with Finance on staffing forecasts, budget impacts, and cost optimization strategies.

+ Track record of establishing standardized processes, controls, and governance for vendor and resource management at scale.

+ Ability to identify and mitigate staffing related risks (capacity shortfalls, vendor dependency, skill gaps, compliance exposure).

+ Experience acting as an escalation point for staffing conflicts, vendor performance issues, or delivery risk caused by resourcing constraints.

* MINIMUM REQUIREMENTS:

* + Experience managing or leading IT projects in Agile, Predictive, and Hybrid Methodologies.

+ Experience leading and developing project working groups.

+ 4 - 7 years of experience leading projects within a program having several interdependencies with other systems or projects.

+ 4 - 7 years of senior level IT professional experience.

** This is a hybrid role requiring onsite presence at our HQ in Phoenix, AZ. This candidate will be required to work onsite 4-days per week, with the option to work 1-day per week remote. (5353 E City North Dr Phoenix, AZ)*
