Position: Risk Management Program Manager (Finance Department)
ABOUT THIS POSITION

The Risk Management Program Manager within the Finance Department is assigned to the Aviation Department and plays a key role in supporting Aviation's day-to-day risk management operations. Responsibilities include overseeing self-insured retention programs, comprehensive insurance programs, liability claims handling, loss prevention and control efforts, and the allocation of pure risk exposures within Aviation. The role also involves planning, developing, and monitoring multi-line commercial insurance programs and coordinating with other governmental entities, insurance companies, and City departments on Aviation-related risk management activities.

The position exercises supervision over professional, paraprofessional, supervisory, and clerical staff engaged in Aviation's risk management program. It requires considerable initiative and independent judgment and is performed under the general supervision of the Deputy Finance Director, with performance evaluated based on results achieved.

Responsibilities Include:

* Oversee the annual renewal of all Aviation insurance programs, coordinating with brokers as needed and optimizing underwriting submissions and program structure.

* Serve as the primary resource for insurance, risk transfer, claims, indemnification, and contract language for internal stakeholders.

* Review vendor contracts to ensure insurance requirements and liability terms adequately protect the Aviation department.

* Administer Aviation's safety and loss prevention initiatives, including inspections, hazard mitigation, training, and compliance with applicable laws.

* Lead on site meetings with TPAs, contractors, and claimants after a loss to assess damages, explain the claims process, and establish expectations.

* Review invoices and repair estimates, approving and processing emergency mitigation payments within delegated authority.

* Prepare and present detailed aviation claims reports to the Claims Committee, clearly outlining payments made and any additional funding needs.

* Collaborate with the City Attorney's Office on complex claims to develop strategies that reduce litigation risk.

* Monitor claims related litigation and coordinate with internal and external defense counsel, attending mediations when required.

* Analyze claims data to identify trends, cost drivers, and loss prevention opportunities, providing insights to support infrastructure improvements.

* Update internal claims management policies, procedures, and contract language to improve emergency response efficiency.

IDEAL CANDIDATE

* Ability to apply federal, state and city rules and regulations related to insurance and indemnification.

* Ability to analyze data and generate actionable risk mitigation recommendations.

* Ability to exercise considerable initiative and independent judgement.

* Knowledge of risk management related laws & regulations.

* Strong understanding of aviation infrastructure and related operational risks.

* Excellent communication and interpersonal skills for cross-departmental coordination.

* Strong organizational skills and ability to manage multiple priorities.

* Proven experience in risk management, claims administration, or related field, preferably in aviation or public sector.

* Familiarity with legal processes, including litigation and mediation.

SALARY

* Lateral transfers occur when there is no change to the last two digits of the pay grade.
