Job Summary:
The Grants Administrator serves as the agency's lead authority on grants, identification, acquisition, compliance, financial reporting, and revenue management. The position oversees a centralized Grants Management Unit responsible for maintaining federal and state compliance, maximizing grant revenues, providing fiscal analytics, and coordinating all grant-related communication across program areas, the Budget Office, and federal partners.
This roles ensure the agency's grant portfolio supports strategic priorities, meets all regulatory obligations, and strengthens financial stewardship.
Job Duties:- Leads and directs the daily operations of the Grants Management Unit. Supervise staff including assignment of duties, performance monitoring, guidance, and professional development. Establishes unit processes, work standards, and quality controls for grant management activities. Represents the unit in executive, program, and inter-agency meetings.
- Grant Portfolio Development and Opportunities:
Oversees research and identifies of new federal, state, and private grant opportunities aligned with agency priorities. Leads coordination with program divisions to develop proposals, ensure eligibility, and prepare applications. Maintains centralized oversight of the agency's full grant portfolio. - Serves as the agency's subject matter expert on allowable and non-allowable costs. Ensures compliance with federal and state requirements across all grants. Oversees quality and timeliness of federal reporting and ensure accuracy in all required submissions. Maintains audit readiness and lead corrective action efforts related to grant operations.
- Cost Allocation & Financial System Configuration:
Serves as custodian of the agency’s Cost Allocation Plan, ensures accuracy and compliance with federal requirements. Oversees development, maintenance, and configuration of AZ360 grant budget structures and financial frameworks - Revenue Forecasting, Analysis & Reporting:
Leads revenue forecasting using historical data, economic indicators, and scenario analysis. Assesses funding risks, identify opportunities, and develop mitigation strategies. Oversees revenue reporting, monthly/quarterly variance analysis, and presentation of finding to leadership. - Acts as a grantor, administers sub-grants and ensures full compliance with monitoring requirements. Establishes sub-recipient risk assessments, monitoring plans, and documentation compliance.
- Acts as as the agency's primary liaison with the Administration for Children and Families (ACF) Region for all grant matters. Coordinate with internal program units to ensure federal programmatic reports align with grantor expectations. Collaborate with the Budget Office to ensure revenue changes are aligned with expenditure planning. Travel may be required.
