Job DescriptionSecuring Travel, Protecting People – At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce.
This Supervisory Scheduling Operations Officer position is located at Phoenix Sky Harbor International Airport (PHX), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
- Directing broad analytical assignments involving scheduling, resource management, staffing allocations and utilization, funding, and deviations from standards to determine validated staffing requirements.
- Utilizing expert knowledge of organizational programs and objectives to design and conduct evaluations, and providing portions of the overall project to team members.
- Providing expert advice and guidance to team members, and consolidating and evaluating data in preparing final recommendations.
- Assisting executive and management decision makers and various stakeholders regarding schedule planning and concepts.
- Working closely with executive and management decision makers to develop, coordinate, implement, and maintain shift bidding and staffing strategies for a CAT X airport.
- Coordinating and establishing Scheduling Operations Officer (SOO) best practices and basic knowledge training.
- Identifying and responding to questions, challenges, and concerns regarding scheduling, shift bidding, and staffing applications.
- Utilizing agency modeling and optimizing programs to assist executive and management decision makers in determining staffing deployment strategies.
- Producing briefings regarding scheduling issues using Microsoft Word, Excel, and PowerPoint products.
- Communicating TSA directives to executive and management decision makers and other stakeholders.
- Providing authoritative interpretation of TSA policies, as necessary.
- Assisting executive and management decision makers in improving the efficiency and effectiveness of aviation security policies.
- Developing and supporting programs, including the ability to define objectives, develop innovative approaches, identify required resources, communicate roles, coordinate teamwork and establish a management structure.
- Evaluating, researching, and interpreting complex data, and in drawing appropriate conclusions from varied complex, or conflicting data.
- Determining new or changing information requirements to be addressed through examination of selected types of data or evaluation methodology, or management analysis to account for variance or new elements in findings sought through program evaluation.
- Supervisory/Managerial duties include serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit;
and when required, coordinating with customers outside the immediate organization.
Emergency Essential Position:
This position is designated as an Emergency Essential (EE) position. This designation requires the employee to remain in a duty status if an emergency arises.
Conditions of Employment:
- You must possess U.S. Citizenship or be a U.S. National.
- You must pass pre-employment drug screening AND you will be subject to post-employment random drug and alcohol testing.
- You must complete a favorable Background Investigation (BI).
- Selective Service registration is required.
