Job Summary

Responsible for accurate completion of inspections and complaint investigations, scheduling and prioritizing work assignments, document and form preparation, all within the established time frames. Conducting in-depth complaint inspections and compliance evaluations of considerable difficulty to ensure compliance with established state statutes, rules and CMS regulations for up to 5 types of health care facilities, including state and federally funded programs, programs serving developmentally disabled.

Assure that consumers, clients, residents and/or patients of all ages and diversified backgrounds receive the necessary care regarding their safety and well‑being. Make critical, defensively sound judgments to recognize and act upon conditions affecting safety and welfare that are within the purview of state statutes, rules and CMS life safety code. Provide training and technical assistance to owners, administrators, directors, providers, and/or staff regarding state licensing/certification and CMS life safety requirements and corrections needed to attain compliance;

take necessary actions, including legal, against providers found to be non‑compliant with state statutes and rules. Prepare reports documenting compliance and non‑compliance, complaint investigation and facility monitoring field trip reports, enforcement and legal actions, and data collection all within established time lines. Conduct a comprehensive review of records ess compliance with architectural review, state and local fire department codes/standards, and CMS life safety code requirements.

May be responsible for training and/or mentoring new surveyors. Maintain a large case load which requires complex scheduling; close coordination with providers and other agencies; and accurate and thorough documentation for public files. Conducting on‑site statewide, multi‑faceted inspections and evaluations for compliance with Federal Regulations for Social Security Act Title XVII and Title XIX Medicare and Medicaid facilities. Determining federal enforcement remedies, including 23 day and 45 day terminations and per instance civil money penalties.

Job Duties
  • Inspects facilities to verify compliance with state licensing and Medicare certification standards and to ensure the safety of consumers, clients, residents and/or patients.
  • Conduct inspections both interior and exterior of facilities, often under environmental elements such as precipitation, heat, and cold.
  • Engage in physical activities such as walking, touring, inspecting hard‑to‑reach areas, carrying equipment, setting up tools, testing physical features, and traversing various terrains.
  • Review, analyze and determine compliance with federal standards for complaint investigations, Medicare certification, Medicaid certification and state licensing.
  • Compose statements of deficiency, field trip reports, and other correspondence.
  • Recommend for or against Medicare and Medicaid certification, state licensure and enforcement actions based on findings and acceptable plan of correction and follow‑up inspection.
  • Percept for new surveyors.
  • Testify at administrative and judicial hearings as necessary.
