Position: Bilingual QA/QC Project Manager (ASNT Level II - VT)
Hot Foot Recruiters is hiring a Bilingual QA/QC Project Manager (NDT / Risk Management) to lead quality systems and NDT program development for semiconductor construction projects in North Phoenix, AZ.

This is a high-level role focused on building and managing internal QA/QC and NDT certification programs, supporting client audits (TSMC), and ensuring full compliance across piping, welding, and installation scopes in a cleanroom (FAB) environment.

Responsibilities

• Lead and manage QA/QC programs, Quality Plans, and QAP documentation
• Develop and implement internal NDT certification programs in accordance with:
  • SNT-TC-1A
  • CP-189 standards
• Create and maintain Written Practice documentation for NDT processes
• Serve as key point of contact for client audits (TSMC / semiconductor projects)
• Oversee inspection activities and ensure compliance with drawings, specifications, and standards
• Manage non-conformance (NCRs), root cause analysis, and corrective actions
• Lead quality meetings, training, and team development
• Oversee welder qualification and inspection readiness
• Ensure proper calibration, documentation, and QA systems are maintained
• Coordinate 3rd-party inspections and final turnover documentation
• Lead and mentor QA/QC inspectors and field teams
• Work in cleanroom/FAB environments with strict protocol compliance

Qualifications

• ASNT Level III (VT) REQUIRED
• Strong experience building NDT certification programs and Written Practices
• Experience supporting or passing client audits (TSMC / semiconductor highly preferred)
• Bilingual Mandarin/English (required)
• AWS CWI strongly preferred
• 5+ years in QA/QC, NDT, or quality management
• Strong background in piping, welding, and construction QA/QC
• Experience in semiconductor / cleanroom environments preferred
• Strong leadership, documentation, and program management skills
• Ability to work on-site in a fast-paced construction environment
