Norfleet Land Services is currently seeking a full-time exempt Sr. Right of Way Agent to work on projects in a client office located in Phoenix, Arizona.

Experience / Knowledge Requirements

Must have a minimum of 5 years of experience in performing all aspects of land and right-of-way tasks, to include direct experience supporting projects on FERC regulated and non-regulated projects, as well as being knowledgeable with negotiating/acquiring easement agreements, relinquishment/delineation of easements, fee land purchases, non-environmental permitting, with a focus on encroachment support, tribal negotiations, due diligence and damage claim settlements.

Job Requirements
  • Reviews, prepares, analyzes, and interprets all Land and Right-of-Way related agreements, deeds, easements, leases, franchises, permits & licenses.
  • Knowledge of settlement instruments to resolve encroachment agreements and damage claims/releases.
  • Excellent working knowledge of applicable laws, rules, regulations, right of way policies, procedures, terminology, and right of way/real property acquisition policies and procedures.
  • Identify surface land ownership in the public records and obtain current contact information for ROE tasks, along with the ability to research, review and cure title defects in each parcel’s chain of title, interpret property legal descriptions, deed plot and plat review.
  • Identify and provide requirements for any necessary non-environmental permits, sites, electrical and crossing agreements.
  • In-depth understanding of various land-related contracts and agreements for acquisitions and operation/maintenance of existing and new facilities, including but not limited to, fee simple purchase, right-of-way and lease agreements, temporary workspace agreements, licenses, non-environmental permits, city ordinances, and franchise agreements, all of which are expected to be completed by the right of way agent independently.
  • Ability to plan and organize workload, adjust to changing priorities, and work well under pressure with minimal supervision, with the ability to complete right-of-way transactions independently.
  • Must have strong oral and written communication skills and be customer-focused.
  • Demonstrate excellent interpersonal skills to build relationships with others.
  • Exercises good judgment and has experience handling confidential information.
  • Ability to pay close attention to details, and present good planning, organization, and time management skills.
  • Ability to work in a team environment and willingness to assume additional or new responsibilities readily.
  • Ability to maintain regular attendance as per work schedule agreed with the manager (may require working an adjusted work schedule based on project assigned and work overtime if warranted).
  • Ability to comply with applicable laws and regulations and Company policies and procedures.
  • Prepares adequate daily activity reports and prepares special agent's reports relative to complex negotiations for easements, damage settlements, and/or permit acquisition. May work in the office or out in the field.
  • Effectively use established company and client policies, procedures, and processes to perform work.
  • Other duties as assigned.
Certifications, licenses, registrations

All necessary licensing requirements for the state in which the work is being performed shall be the responsibility of the applicant, A satisfactory driving record along with a current/valid State driver's license are mandatory.

  • Must have demonstrable experience reading and interpreting land contracts and documents, including payment terms.
  • Must have organizational skills and the ability to prioritize tasks.
  • Strong verbal and written communication skills.
  • Self-starting individual who follows directions and procedures, adheres to a work schedule and can focus on details.
  • Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor / attitude with co-workers, clients, vendors, and outside contacts and regulatory agencies.
  • Possess analytical and reconciliation skills, necessary for problem solving and decision making.
  • Be able to successfully perform multiple tasks with abbreviated deadlines.
  • Strong computer skills desired due to use of various Microsoft Applications, Outlook, Word, Excel and PowerPoint; and other internal software and database daily usage.
