Director of Land Entitlements & Development

Crown West Realty, LLC is a privately owned real estate asset investment, development, and management company with offices in New York, Phoenix, Denver, Tucson, and Spokane, Washington. Established in 1996 as the operating subsidiary of New York investment firm Petrus Partners Ltd., Crown West manages a diversified portfolio across commercial, residential, and agricultural real estate. Its divisions include Crown West Commercial Group, overseeing more than 70 office, flex, warehouse, and manufacturing buildings totaling over 10 million square feet;
Crown West Land Group, focused on master‑planned residential communities; and Crown West Farm Group, managing irrigated and dry farmland leased to tenant farmers. This broad asset base supports deep expertise in acquisition, development, management, design, construction, and marketing across multiple real estate asset classes.

The Director of Land & Development is responsible for leading the planning, entitlement, development, and delivery of the Company's residential, commercial, and mixed-use projects from acquisition through disposition or construction completion. This role provides strategic oversight of all land development activities, manages internal and external project teams, and ensures projects are delivered on schedule and within budget while maximizing asset value.

The Director of Land & Development serves as a key member of the development team, coordinating with ownership, municipalities, consultants, contractors, and utility providers to successfully execute the Company's growth initiatives. The Director will be based in Scottsdale and have responsibility for the oversight of all projects in Arizona and Nevada.

• Direct zoning, entitlement, permitting, and governmental approval processes.
• Manage relationships with municipalities, regulatory agencies, utility providers, and community stakeholders.
• Oversee preparation of development agreements, public improvement plans, and entitlement applications.
• Develop strategies to secure project approvals and mitigate entitlement risks.
• Lead multidisciplinary teams of engineers, planners, architects, landscape architects, and consultants.
• Oversee project design, engineering, and infrastructure planning.
• Review plans and specifications to ensure alignment with project objectives, budgets, and schedules.
• Coordinate value‑engineering initiatives to optimize development costs.
• Manage infrastructure planning with a focus on budget efficiency including roads, utilities, drainage, grading, and public improvements.
• Monitor project risks and implement solutions to maintain project objectives.

• Prepare and manage development budgets, forecasts, and cost reporting.
• Identify opportunities for operational efficiencies and cost savings.
• Support business planning, investment decisions, and long‑term development strategy.
• Present project updates and recommendations to executive leadership and investors.

• Bachelor's degree in Civil Engineering, Construction Management, Land Planning, Real Estate Development, or a related field.
• Professional Engineer (P.E.) license preferred.
• 10+ years of progressively responsible experience in land development, civil engineering, real estate development, or project management.
• Proven experience managing residential, commercial, and master‑planned community developments.
• Strong knowledge of entitlement, engineering design, infrastructure development, and construction management.
• Experience managing large consultant teams, contractors, and municipal relationships.
• Demonstrated success overseeing multiple projects and complex development programs.
• This position requires a highly motivated leader with strong technical expertise, business acumen, and the ability to drive complex development projects from concept to completion while advancing the Company's strategic growth objectives.
