Unaccompanied Refugee Minor Foster Care program addresses the specific challenges and loss that each unaccompanied refugee minor faces. The services provided include individualized foster care, legal aid, healthcare, counseling, and case management. Our compassionate case managers provide trauma-informed care and help youth overcome language barriers while maintaining their cultural identity and cultural integration into their new home.

Job Summary

Supports youth and young adults that are placed into the Unaccompanied Refugee Minor Program (URM);
Provides case management services that support the emotional well‑being, academic achievement, independent living, and social adjustment of foster youth and young adults participating in the URM program. Ensures that all case management services provided to program participants meet or exceed Department of Child Safety foster care standards.

Essential Duties
  • Monitors and supervises foster homes by keeping in contact with foster families through regular contact; provides general support and facilitates adherence to federal guidelines; participates in evaluation of foster parents’ performance for relicensing.
  • Connects youth with relevant trainings and learning opportunities that facilitate and promote youth emotional well‑being, academic achievement, and progression towards independent living goals.
  • Supervises foster care caseload by maintaining regular contact with minors; develops case plan and monitors progress of children in home and in school; communicates in child’s native language.
  • Develops an individual service plan and independent living plan for each client by partnering with each youth and young adult to identify specific and general needs. Implements service plan utilizing available resources and monitors progress. Updates plans with each youth/young adult at a minimum every six months.
  • Assess child safety and risk; conducts interviews to gather information by making in and out of home contacts with families and children.
  • Shares responsibility with other program staff for 24/7 emergency telephone coverage.
  • Facilitates family reunification process when possible; assists each youth in care with permanency planning and maintaining his or her unique cultural identity.
  • Assists clients by explaining process and preparing clients for court hearings (immigration and state); stays informed of hearings and works closely with child and attorney to assure client is informed of rights, provides transportation and emotional support during court appearances. Provide reports as required for hearings.
  • Ensures youth and young adults are connected with URM Program counselor/therapist; assists in connecting youth/young adult with additional behavior health services/resources/trainings that support youth/young adult well‑being. Actively participates and advocates for youth in any discussions involving youth behavioral health needs and levels of care.
  • Coordinate and lead Child/Family/Team (CFT) meetings on a minimum quarterly basis;
    Ensures that youth/young adult are able to identify and include relevant supports at each CFT meeting;
    Ensure that youth/young adult is supported and provided opportunity at each CFT to discuss his or her unique needs, concerns, and goals.
  • Maintains a variety of records, documentation regarding all case files and electronic database as required by contract and agency standards.
  • Follows relevant policies for notification and follow up on all cases; develops and distributes reports and documentation as requested or required, including ORR 3, ORR 4, and relevant incident reports/AWOL procedures.
