The City of Phoenix Human Services Department (HSD) enhances the health, wellness, and quality of life of residents by providing a broad range of services that support emergency, short-term, and long-term needs. HSD operates programs for children, adults, and families at locations throughout the city.
Within HSD, the Community Services Program delivers essential assistance to low income households and individuals experiencing economic hardship. The program connects residents to federal, state, and local resources that promote stability and long-term, self sufficiency through direct client engagement, community outreach, and partnerships with agencies across Phoenix.
The Casework Services Coordinator plans, develops, and implements education and social service programs within the Community Services Program. Responsibilities include program development, funding requests, contract and grant coordination, and program evaluation. The position serves as a liaison to partner agencies, community groups, and governmental entities to ensure effective and equitable service delivery.
A key component of the role is overseeing program staff who conduct community based outreach, provide emergency financial assistance, and assist clients with comprehensive benefit navigation. The coordinator works closely with staff to ensure they accurately identify service needs, connect residents to appropriate resources, and maintain continuity of care.
The program manages multiple funding streams, the position carries significant administrative responsibility, including oversight of reporting requirements, regulatory compliance, data tracking, and documentation tied to service funding. The coordinator ensures all audits and reporting deadlines are met with accuracy and integrity.
The role also supervises specialized program functions such as client financial assistance programs and delegate agency training. This position will report to the Community Services Program Human Services Program Coordinator.
This role involves working with diverse groups from various races, ethnicities, cultural backgrounds, disabilities, genders, gender identities, sexual orientations, and health statuses; including individuals affected by HIV/AIDS. This position may require working after hours, weekends, or flexible scheduling to support community events and outreach activities. It includes not only working with but also promoting causes that align with these groups. This position often involves responding to emergencies and engaging with the public to promote and deliver departmental resources, at times outdoors and in various weather conditions;
including on-scene assessments, eligibility determinations, counseling, crisis intervention, victim assistance, and home visits related to client needs.
This position is temporary and will be funded through June 2027. The temporary positions will have benefits but will not earn city retirement credits or participate financially in the city's retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still continue to contribute to their pension. Temporary positions are not covered under civil service rules and thus employment is considered at-will and employees may be separated at any time.
IDEAL CANDIDATE
* Knowledge of social service program planning, administration, and program budgets.
* Skilled in conducting and supporting community-based outreach, with the ability to travel regularly to events and partner sites.
* Provides clear guidance and direction to subordinate staff on program policies, procedures, and best practices.
* Demonstrates a thorough understanding of client file structures and case documentation to ensure adherence to professional and regulatory standards.
* Capable of multitasking and prioritizing responsibilities to meet competing goals, reporting deadlines, and program deliverables.
* Ability to make sound decisions aligned with federal regulations, agency policies, and funding requirements.
* Works independently and collaboratively in a fast-paced, dynamic environment with multiple concurrent priorities.
* Adaptable to change and willing to work evenings, weekends, and varied shifts as needed to support client and community needs.
* Committed to providing culturally sensitive, high-quality services to diverse and vulnerable populations.
* Strong communication and interpersonal skills for effective collaboration with clients, staff, community agencies, and governmental entities.
* Demonstrated ability to compose public reports, prepare grant proposals, and produce clear written documents for internal and external audience
* Ability to navigate and document in client management systems and multiple databases.
* Knowledge of Community Action Program (CAP) principles, CSBG requirements, and related compliance standards.
