About This Position
The City of Phoenix Office of Homeless Solutions (OHS) provides support for people experiencing homelessness and is committed to ending homelessness through a comprehensive, regional approach to shelter and heat relief, outreach, supportive and behavioral health services, homelessness prevention, and supportive housing. OHS engages in outreach to individuals, unaccompanied youth, families, and veterans.
Responsibilities- Manage and supervise the case‑management team that provides outreach and engagement.
- Identify social service needs of homeless individuals and coordinate referrals.
- Collaborate with social service agencies and neighborhood specialists to mitigate community impact to residents, business owners and community groups.
- Coordinate homeless services at various Office of Homeless Solutions sites.
- Thrives in a fast‑paced environment and manages stressful situations with competing deadlines in an accurate and efficient manner.
- Knowledge of responses to traumatic incidents, substance use disorder, behavioral health experience, and grief responses.
- Possesses a broad understanding of homeless and housing programs, including outreach, shelter programming, and supportive housing.
- Ability to provide peer support services and models.
- Ability to conduct outreach in neighborhoods and communities throughout the City of Phoenix.
- Ability to de‑escalate situations, as needed.
Pay Range: $94,993.60 – $ annually.
Hiring Range: $94,993.60 – $ annually.

- Five years of progressively responsible experience managing human services social‑service programs.
- Three years in a supervisory capacity.
- Master's degree in public or business administration, social work, sociology, or a related field.
- Other combinations of experience and education that meet the minimum qualifications may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
- Candidates who receive a conditional offer of employment must be fingerprinted and will have their fingerprints used to check the Criminal History Records of the State of Arizona Department of Public Safety and the Federal Bureau of Investigation. Any records returned will be reviewed to determine the candidate’s suitability for the job.
- This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or does not have personal insurance coverage.
- Experience working with homeless services organizations.
- Experience conducting outreach in neighborhoods and communities.
- Experience partnering with various businesses, neighborhood groups, agencies, and city departments as it applies to homelessness.
- Experience providing homeless and crisis intervention services including community‑based social services and resources.
- Experience with the coordination of referrals on the issue of homelessness.
- Experience with HMIS and/or documenting and updating client case notes and services provided.
- Experience with public speaking and coordinating neighborhood and community meetings.
