About This Position
The City of Phoenix Human Services Department (HSD) enhances the health, wellness, and quality of life of residents by providing a broad range of services that support emergency, short-term, and long-term needs. HSD operates programs for children, adults, and families at locations throughout the city.

Overview
Within HSD, the Community Services Program delivers essential assistance to low‑income households and individuals experiencing economic hardship. The program connects residents to federal, state, and local resources that promote stability and long‑term self‑sufficiency through direct client engagement, community outreach, and partnerships with agencies across Phoenix. The Casework Services Coordinator plans, develops, and implements education and social service programs within the Community Services Program.

Responsibilities include program development, funding requests, contract and grant coordination, and program evaluation. The position serves as a liaison to partner agencies, community groups, and governmental entities to ensure effective and equitable service delivery.

As a temporary position funded through June 2027, the coordinator supervises program staff who conduct community‑based outreach, provide emergency financial assistance, and assist clients with benefit navigation. The role involves administrative oversight of reporting requirements, regulatory compliance, data tracking, and documentation tied to service funding. The coordinator ensures audits and reporting deadlines are met with accuracy and integrity.

Responsibilities
  • Plan, develop, and implement education and social service programs within the Community Services Program.
  • Coordinate funding requests, contracts, and grants; conduct program evaluation.
  • Act as liaison to partner agencies, community groups, and governmental entities.
  • Oversee program staff who conduct outreach, provide emergency financial assistance, and navigate benefits for clients.
  • Ensure accurate and timely reporting, audit compliance, and regulatory adherence.
  • Supervise specialized program functions such as client financial assistance programs and agency training.
  • Respond to emergencies, conduct on‑scene assessments, eligibility determinations, counseling, crisis intervention, and home visits.
  • Work evenings, weekends, and flexible scheduling to support community events and outreach activities.
Ideal Candidate
  • Knowledge of social service program planning, administration, and budgeting.
  • Experience in community‑based outreach with regular travel to events and partner sites.
  • Ability to provide clear guidance and direction to subordinate staff on policies, procedures, and best practices.
  • Thorough understanding of client file structures and case documentation to adhere to professional and regulatory standards.
  • Capable of multitasking and prioritizing competing goals and deadlines.
  • Sound decision‑making aligned with federal regulations, agency policies, and funding requirements.
  • Independent and collaborative work style in a fast‑paced, dynamic environment.
  • Adaptable to change and willing to work evenings, weekends, and varied shifts.
  • Commitment to culturally sensitive, high‑quality services for diverse and vulnerable populations.
  • Strong communication and interpersonal skills for effective collaboration with clients, staff, community agencies, and governmental entities.
  • Proficiency in composing public reports, grant proposals, and clear written documents for internal and external audiences.
  • Capability in navigating and documenting in client management systems and multiple databases.
  • Knowledge of Community Action Program (CAP) principles, CSBG requirements, and related compliance standards.
  • Familiarity with local, state, and federal social service programs, including eligibility, referrals, and benefits navigation.
Salary

Pay Range: $94,993.60 – $ annually.
Hiring Range: $94,993.60 – $99,736.00 annually.
