The Management Analyst evaluates and recommends changes to organizational structures and programs and researches and implements new programs and/or projects to improve the effectiveness and efficiency of a division.

  • Administer the entire Division's contract process through oversight of the preparation and revision of contracts for services, technology and consultants;
  • Evaluate new and existing projects for contractual requirements;
  • Draft new contracts;
  • Draft MOUs, JPAs, emergency use agreements;
  • Prepare contract amendments;
  • Review and draft contract language within Requests for Proposals;
  • Review proposed contracts to ensure compliance with state requirements;
  • Ensure required technology and federal grant assurances are included in all contracts;
  • Assist program staff with negotiation of contract terms;
  • Know, consider, and implement Department and Division budget practices into contracts;
  • Analyze and mitigate risk within all contracts and agreements;
  • Continually review processes for legal compliance with all state and federal requirements and recommend changes and improvements;
  • Continually review processes to improve communication with vendors and consultants and promote efficiency throughout the Division, recommending changes and improvements;
  • Track authorizations, timelines, and correspondence;
  • Ensure appropriate and timely approval by all parties;
  • Ensure filing as required by law;
  • Provide reports to management and program staff on status of contracts;
  • Conduct trainings with staff regarding contract, and conflict of interest processes with the Division as set forth by the Department.

The ideal candidate is a strategic and analytical leader with demonstrated experience developing and improving organizational policies, standard operating procedures, and business processes to increase operational efficiency while ensuring regulatory and legal compliance. They possess the ability to design, implement, and oversee complex programs, including digital data management, grant compliance, asset tracking, and inventory management, with a focus on sustainable, scalable solutions.

This individual is skilled at evaluating the financial and operational impacts of new initiatives, conducting thorough research and analysis, and presenting well-supported recommendations to leadership. They are experienced in program evaluation, performance reporting, and identifying opportunities to strengthen organizational effectiveness through process improvement, organizational design, and innovative project implementation. The successful candidate has strong technical aptitude and experience developing or enhancing system applications, managing software upgrades, and leveraging technology to improve business operations.

They excel at building collaborative partnerships across agencies and with external stakeholders, providing technical guidance, and serving as a trusted resource to staff and partner organizations. Exceptional communication, project management, and problem-solving skills are essential, along with the ability to balance strategic planning with hands‑on execution in a dynamic environment.
