Position: Environmental Engineer I - III (Stormwater)

Position Overview

This position is responsible for the SDDOT Stormwater program and collaborating with Environmental staff to develop and complete activities integral to the environmental program. The incumbent provides technical assistance and insights that contribute to the planning/engineering process and aids in construction review to ensure conformance of environmental and regulatory standards, particularly storm water requirements. The role also manages the Erosion and Sediment Control Certification Course, conducts environmental reviews, and coordinates project documentation essential to the National Environmental Policy Act (NEPA) project development process, ensuring compliance during construction.

Work is predominantly in an office setting with occasional outdoor work in all weather conditions and around traffic.

Key Responsibilities
  • Manage project assignments and complete environmental reviews for transportation projects in compliance with NEPA.
  • Prepare permit applications for Stormwater Permits for Construction Activities.
  • Conduct stormwater inspections and report on active construction projects.
  • Manage, maintain, and facilitate the Erosion and Sediment Certification Course.
  • Manage the Stormwater Management Plan.
  • Work independently and collaboratively as part of a team.
Desired Knowledge, Skills, and Abilities
  • Knowledge of regulatory and non‑regulatory permitting, especially the Clean Water Act.
  • Understanding of engineering and scientific principles, practices, and methods applicable to storm water and erosion & sediment controls.
  • Ability to compile and present strategies across multiple disciplines.
  • Experience preparing environmental documents, including Categorical Exclusions, Section 4(f) assessments, and storm water permits.
  • Knowledge of highway design, construction plans, and construction standards and specifications.
  • Proficiency with software applications such as Microsoft Office, Micro Station, and ArcGIS Pro.
  • Ability to read and interpret construction plans, right‑of‑way plats, and regulatory guidance documents.
  • Strong communication skills for interacting with the public, permitting agencies, consultants, contractors, and staff.
  • Ability to prepare concise regulatory permit documents.
  • Self‑direction on multiple concurrent projects and participation in the entire design process.
  • Establish and maintain effective working relationships with departmental personnel, management, contractors, consultants, and the public.
  • Problem‑solving skills for water resources issues and best management practice design.
  • Effective verbal and written communication.
  • Research, analysis, and presentation of technical performance and project measures into permit applications.
  • Self‑confidence and proactive action when needed.
Position Requirements

A bachelor’s of science degree in civil engineering or a related engineering field plus 1–3 years of progressive education, training, and experience. Experience in stormwater management with knowledge of Federal and State requirements is preferred. Prior experience with the NEPA project development process in transportation decision‑making is a plus.
