Position OverviewThis full‑time Accounting Manager I position is part of the accounting/auditing career family within the Department of Agriculture & Natural Resources (DANR). The role assists with DANR's accounting, state and federal financial reporting, and internal control systems work using the state’s accounting, payroll, and financial reporting systems. The manager will supervise two Grant and Loan Specialists and one Program Assistant, serve as the primary contact for annual State Revolving Fund (SRF) financial statements, and support the department’s fiscal office with accounting, reporting, and system transitions.
Additionally, the position takes primary responsibility for internal control oversight.
- Directly supervise two Grant and Loan Specialists and one Program Assistant.
- Monitor team performance, provide coaching, and act as a technical resource.
- Review and approve State Revolving Fund (SRF) loan program financial reports.
- Ensure accuracy in monthly and quarterly reconciliations and supporting documentation.
- Recommend improvements to maintain compliance with updated regulations.
- Collaborate on all aspects of bond issuance, including need assessment, sizing, allocations, timing, document review, and account setup.
- Oversee grant and loan processes and maintain familiarity with requirements through limited loan application processing.
- Ensure compliance with covenants, insurance, audits, and financial reporting for existing borrowers.
- Oversee reporting, payment processing, and financial activities for non‑SRF loan programs.
- Assist with annual Omnibus bill funding level preparation, including projections and balance calculations.
- Maintain expertise in governmental accounting practices, SRF regulations, and federal requirements.
- Enter all DANR federal grant awards into the FFATA online portal.
- Serve as the primary financial contact for DANR‑administered loan programs, including State Revolving Fund loans, Water Environment Fund loans, and Conservation loans.
- Lead department‑wide internal control oversight.
- May serve as records retention officer.
Ideal Candidate Will Have:
- 4‑Year degree in Accounting with experience in state government and management.
- Knowledge of accepted accounting principles, governmental accounting, internal control processes, and accounting and reporting systems.
- Skill to perform ongoing accounting, federal grant, and financial reporting functions; carry out accounting, reporting, and monitoring processes; review and approve financial statements, reports and documents; extract accounting systems data; report to state or federal agency requests; plan and coordinate year‑end financial processes; coordinate the accounting operations of a state government agency.
- Ability to analyze and interpret financial reports; learn and understand complex financial systems; understand customer requirements and develop solutions; communicate procedures and solutions.

- Salary:
Minimum $72,350 annually, depending on qualifications. - Eligible for Veterans' Preference per ARSD 55:10:02:08.
