Position Summary

The Special Assets Manager serves as the primary analyst and point of contact for managing, monitoring, restructuring, and recovering high-risk, non-performing, or adversely graded loans for GOED's loan programs. The role involves working with colleagues, applicants, and lenders around the state to be on the leading edge of South Dakota's economic development efforts.

Responsibilities
  • Evaluate the substantive merits of loans in the portfolios to analyze distressed assets.
  • Negotiate with borrowers to develop exit strategies and ensure compliance.
  • Provide recommendations for action based on project merits, including impact on local, regional, and state economy; creditworthiness; need; risks; collateral; and loan structure.
  • Oversee and communicate the agency's credit risk across loan portfolios to ensure adherence to credit policies and internal controls.
  • Lead in evaluating complex credits and present findings and recommendations in written and oral form to various levels of approval.
  • Work with financial spreading software to enter and analyze financial data for business applicants and existing borrowers.
  • Collaborate with Regional Team Loan officers to monitor existing credits and work with partnering lenders on structures, analysis, funding, closing, and servicing closed loans.
  • Interpret and apply State and Federal rules and regulations to ensure loan programs meet project needs.
  • As needed, assist with other GOED duties commensurate with organizational needs and GOED goals.
  • Occasional overnight travel may be required.
Qualifications and Experience

The Ideal Candidate Will Have: A bachelor's degree (Master's or MBA preferred) in business, finance, economics, or a related field along with 4-5+ years of practical credit analysis experience in commercial lending, credit risk management, or economic development financing. Applicants with demonstrated expertise in complex credit structuring, loan workouts, and portfolio management are encouraged to apply. Excellent written and oral communication skills are required.

Skills, and Abilities

Knowledge: Developed knowledge of lending and finance principles; internal control processes and policies; business credit analysis; and data storage and organizational tactics.

Skills: Distinguish between high and low priority items; make decisions under pressure and time constraints; communicate with applicants, borrowers, other lenders, and economic development partners to negotiate collaborative outcomes; integrate disparate information into clear, concise recommendations for GOED management and oversight boards.

Abilities: Comprehend and apply pertinent laws, rules, and policies; communicate information clearly and concisely; facilitate decision making; work well as a team and individually.
