Deputy Finance Officer
DHS is looking for a motivated and detail-oriented individual to fulfill the duties of Deputy Finance Officer. The Deputy Finance Officer serves as an important strategic partner within DHS. The position will be a part of the leadership team within the Office of Budget & Finance, assist in administering a nearly eight‑hundred‑million‑dollar budget, and will lead and supervise the DHS accounting team.

The Deputy Finance Officer will assist the Chief Financial Officer in leading all aspects of the Department's financial activities. The Office of Budget & Finance is comprised of multiple functional areas including accounting and financial reporting, audits, provider reimbursements, budget, and internal controls. Some of the specific responsibilities of the division include grants management, rate setting, developing reimbursement methodologies, auditing cost reports, oversight and support of accounts payable, managing the accounting and financial reporting of the department, cost allocations, developing annual budget requests, analyzing revenues and expenditures, and monitoring internal controls.

- track record of building relationships with both internal and external stakeholders;
- a bachelor's degree in accounting or related business degree with coursework in accounting and management experience is preferred. A Master of Professional Accountancy or a Certified Public Accountant designation is beneficial but not required.

- direct revenue and expenditure analysis, including financial, trend, and economic analysis;
- interpret and apply policies, business practices, and federal and state laws and regulations;
- develop recommendations to improve efficiency and effectiveness;
- lobby and testify before committees of the South Dakota Legislature on fiscal matters;
- fill in for the CFO as needed to represent the department.
