JOB SUMMARYThis position is responsible for the coordination and management of projects across multiple city departments.
MAJOR DUTIES- Leads and oversees special projects; develops and manages budgets; approves expenditures; coordinates activities and leads meetings; identifies and pursues project objectives.
- Negotiates, drafts, and administers capital improvement special project contracts, memoranda of understanding, easements, permits, resolutions, and miscellaneous agreements; drafts and defends contract dispute letters.
- Identifies and prioritizes critical infrastructure needs, including risk assessments for mitigation; analyzes feasible solutions and makes recommendations to the City Commission; determines scope of work; prepares estimates, bid documents, plans, and specifications; inspects projects through final payment and close out.
- Develops and updates city engineering design standards and policies for construction management at risk procurement; ensures compliance with EDS and South Dakota codified law; reviews plans and specifications from consultants.
- Drafts and submits Notices of Intent, Notices of Termination, and Section 404 Permit for submission to state and federal agencies.
- Prepares and presents at technical conferences and community organizations; leads tours for special visitors and groups.
- Explores, identifies, and pursues alternate funding sources including state revolving funds; prepares grant applications and manages grant funds; ensures compliance with federal and state requirements.
- Responds to requests for information and assistance from citizens, government agencies, and contractors.

The City Engineer assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINESGuidelines include Ten States Standards, South Dakota Design Criteria, South Dakota codified law, state permits, city ordinances, state regulations for water and wastewater projects, engineering design standards, grant and other funding requirements, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK- The work consists of varied engineering and project management duties. The variety of projects to be managed contributes to the complexity of the work.
- The purpose of this position is to manage city infrastructure and building projects. Successful performance contributes to the effective and compliant management of city infrastructure projects.
- Contacts are typically with co-workers, other city employees, engineers, architects, attorneys, elected and appointed officials, contractors, representatives of state and federal agencies, consultants, and members of the general public.
- Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.
