Project Duration: 1 year initial term, with up to four additional one-year extensions. (Proposed start date: October 9, 2026)

The South Dakota Department of Health (SD DOH) is developing a publicly accessible, cloud-based Rural Health Data Atlas. This platform will consolidate health data from South Dakota health agencies and public sources into a centralized Azure cloud-based environment featuring maps, charts, tables, and point-and-click analysis.

Own hands-on quality engineering and test execution for the Atlas across functional, integration, data, regression, security, accessibility, browser/device, performance and UAT readiness. A second QA analyst is planned only for the two-week P5 Test/UAT window.

• Develop detailed test cases/scripts from requirements and acceptance criteria.
• Execute functional, integration, regression, data reconciliation, browser/device and end-to-end testing.
• Coordinate with Security Lead on vulnerability/security test findings and with UX on accessibility testing.
• Validate role/permission combinations, public/restricted flows, downloads, search, maps, dashboards and APIs.
• Support performance/load testing and production-readiness checks.
• Maintain test evidence, defect logs, severity/priorities, retest status and closure evidence.
• Support UAT planning, participant readiness, triage and daily defect management.
• Automate high-value regression tests where practical within the compressed schedule.
• Support cutover validation, smoke testing and hypercare defect resolution.

• 5+ years of software QA/testing experience on enterprise web/data applications.
• Strong functional, integration, regression and UAT testing experience.
• Experience validating data pipelines/reports/dashboards in addition to application UI.
• Experience with defect management and test traceability in Azure Dev Ops, Jira or equivalent.
• Understanding of API testing, browser/device testing and basic performance testing.
• Ability to work effectively under a fixed go-live date and compressed UAT period.

• Experience with Azure Dev Ops Test Plans, Postman, Playwright/Selenium/Cypress or equivalent.
• Public-sector/healthcare testing experience.
• Accessibility testing experience with axe/WAVE/NVDA/JAWS.
• Performance/load testing with JMeter, k6 or similar.
• ISTQB or comparable testing certification.
