Position Title: Purchasing and Property Management Officer

The South Dakota Department of Labor and Regulation is hiring a Purchasing and Property Management Officer to join their Pierre, SD team. The Administrative Services division seeks a customer‑oriented individual to serve as the Department's Purchasing and Property Management Officer. This role reviews and approves all purchasing requests to ensure compliance with South Dakota purchasing and procurement statutes and Department policy.

The officer also works with the Director and staff at Department locations on facility needs, coordinates procuring services, and ensures vendors perform contractual obligations.

This full‑time (40 hours per week) position is located in Pierre, South Dakota and requires travel throughout the state, typically four times per year.

Key Responsibilities
  • Review and approve purchasing requests in accordance with statutes and policies.
  • Collaborate with Department directors and staff on facility and service procurement needs.
  • Draft and review contracts, ensuring vendors comply with contract terms.
  • Manage vendor relationships, communicate lease requirements, and negotiate lease agreements.
  • Maintain records and allocate costs to appropriate fund sources.
  • Utilize virtual collaboration tools (e.g., Microsoft Teams) and navigate multiple computer applications.
  • Remain organized and manage multiple tasks concurrently.
Qualifications
  • At least 2 years of purchasing experience with a government organization or 2 years of State of SD accounting experience.
  • Knowledge of South Dakota purchasing and procurement policies.
  • Proficiency with Microsoft Excel formulas and formatting.
  • Experience with modern office methods, equipment, and practices.
  • Ability to evaluate purchase requests for necessity and legality.
  • Strong communication and negotiation skills.
  • Capacity to work independently with minimal supervision.
