This is a Full-Time 40 Hours Weekly position with the Department of Social Services.

The mission of the South Dakota Department of Social Services is strengthening and supporting individuals and families by promoting cost effective and comprehensive services in connection with our partners that foster independent and healthy families.

The Office of Recoveries & Fraud Investigations identifies situations where social services benefit programs were obtained inappropriately and seeks recovery when the state is owed money if benefits were overpaid due to error, fraud, or if other resources are responsible for paying first. The Third Party Liability Supervisor is tasked with leading and directing a team of staff who are responsible for finding and collecting debt owed to the Department of Social Services.

This role oversees the TPL team’s daily operations, establishes performance standards, assures compliance with state and federal requirements, and partners with internal and external stakeholders (providers, insurers, attorneys, courts, and beneficiaries) to maximize cost avoidance and recoveries that sustain South Dakota’s public benefit programs.

The Ideal Candidate

Degree and work experience in a relevant field such as public administration, human services, public health, finance, health care administration, or a related field.

Knowledge, Skills, and Abilities

  • budgeting and contract development and oversight;
  • effective communication;
  • public assistance programs, objectives, and delivery methods and procedures (preferred but not required);
Ability To
  • supervise a team of professional staff, providing orientation, development, training, work direction and/or supervision;
  • develop standardized procedures, work instructions, and policies to ensure consistent outcomes;
  • oversee the identification of third-party resources to ensure timely post-payment recoveries;
  • provide expert advice to program staff and management to clarify policy or resolve difficult, complex or unusual problems with specific cases and make a determination when there is not a clear answer on how a case should be handled;
  • ensure operations comply with federal and state requirements;
  • prepare for audits and reviews;
  • draft and propose legislation, rules, and policy guidance;
  • communicate information clearly and concisely, verbally and in writing;
  • monitor and evaluate on‑going training by reviewing outcomes, reports, quality control findings, provider feedback, and staff performance;
  • prepare clear and concise documents and reports;
  • utilize computerized data systems;
  • direct the development and maintenance of all new or revised policies and procedures;
  • establish and maintain effective working relationships with others.

This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.
