The main purpose of this position is to accurately accession and organize Arrestee and Convicted Offender samples received into the Biology Section for inclusion in the Statewide DNA Database and to adhere to policies and procedures set forth by the Department/Forensic Sciences Division that will ensure the security and integrity of each sample received for the individual characteristic database. This position will also assist with preparing batches for testing and will play a key role in the expungement process for the 'in limbo' DNA database samples that are required to be expunged by Oct.

1, 2028. These expungements are part of the recent law change that went into effect Oct. 1, 2025. The position requires excellent organizational skills, initiative and resourcefulness.

• Destroy Arrestee and Convicted Offender samples that qualify for expungement per the DNA Database Law
• Processes Arrestee and Convicted Offender samples that are received at FSD daily to include data entry, tracking program updates and filing DNA database cards
• Prepare batches of Arrestee and Convicted Offender samples that qualify to be tested per the DNA Database Law for the DNA Database Forensic Scientists
• Pull Arrestee and Convicted Offender samples that qualify to be expunged or are needed for hit confirmation

• Education:
  
  Graduation from an accredited high school or possession of a high school equivalency certificate.
• Experience:
  
  Two years of experience with administrative functions or handling/inventorying evidence.
• Notes:
  1. Candidates may substitute the possession of an Associate of Arts degree from an accredited college or university for the required experience.
  2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical or Office Services specialty codes in the Administrative support field of work on a year-for-year basis for the required experience.

• Experience with inventorying and organizing laboratory samples
• Experience in using various filing systems
• Experience in data entry with electronic database systems

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

• Employees in this classification may be required to testify in a court of law as an expert witness about the chain of custody and laboratory procedures.
• Employees in this classification are subject to random drug testing in accordance with Code of Maryland Regulation 10.04.09, Testing for Illegal Use of Drugs.
• Employees in this classification are subject to call out 24 hours a day and; therefore, are required to provide a telephone number where they can be reached.
• In accordance with Public Safety Article, Section 2-204 (b) (6) of the Annotated Code of Maryland, candidates for positions in this classification will be subject to an initial drug screening, a physical examination, submission of a DNA sample, and a complete criminal background investigation, to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.
